House lawmakers warn against holding 2025 midterm polls, plebiscite

1-Rider PL Rep. Ramon Rodrigo Gutierrez, Pwersa ng Bayaning Atleta Rep. Margarita Nograles, and Lanao del Sur Rep. Zia Alonto Adiong say that holding the plebiscite along with the 2025 midterm election may lead to the 'politicization' of Charter change. The lawmakers were responding to Senate President Juan Miguel Zubiri's statement that President Ferdinand Marcos Jr. wants the 2025 midterm elections held simultaneously with the plebiscite.

00:28 I guess on that point I wouldn't say it would mean there would be a delay but definitely what the signal that it says to us, to me particularly, is that may sinusundod talaga tayo deadline of sorts na definitely they want this to be done before the elections.
00:46 So I think for the purpose of constitutional amendment, this is a welcome development in the sense may final... First of all, just to clarify, I'm not sure yet but this is just sinabi ni SP that based on the conversation.
01:02 Although ideally I would like to hear it personally from the President, but if we're going to base it and assuming totoo nga sabi ni SP, then I would say it's still welcome kasi it says talagang may direction ang constitutional amendment at sinasabi may deadline talaga.
01:18 Not to say the deadline means it will be rushed. If we're going to follow interpretation ni SP, it gives more leeway on their part. If the Senate feels like they still need more time to really deliver it, then I suppose that is the prerogative of the Senate.
01:32 But for us in the House I think we would say this is welcome in the sense at least alam natin talagang gusto ng Presidente magkaroon ng Charter change at least before 2025.
01:42 At least we have a working timeline. But of course again we would urge our colleagues in the Senate at least last priority, hopefully we don't extend it all the way to CNP.
01:52 I hope, I think it's possible naman po we have a fruitful, exhaustive discussion which still follows the original na sinabi nilang can be finished before Holy Week. So yun na po I guess.
02:04 Q: In terms of if it's going to affect the House, we are doing our daily hearings tapos yung first hearing kahapon and we will be doing it in the next few days.
02:16 In anything that we do in decision-making naman, we have to be smart about it. Yung smart is specific, measurable, achievable, realistic and time-bound. So it's good that we do have this timeframe.
02:34 Although we have yet to hear what the President really has to say about this because that is something that I hope pumasak po yung concepto din although we want to be transparent, may confidentiality din.
02:48 And sana po yung mga pinag-uusapan, closed doors is respected in terms of confidentiality na yung Presidente lang naman po makakasamay kung ano po talagang gusto niya.
03:02 And it will also be up to Comelec which is beyond our work scope kung kaya nila at kung kailan nila magagawa. Depende rin yun sa resources.
03:11 But as far as the House is concerned, patulin po yung trabaho and we will exhaustively look into the economic provisions for the Constitution and look into and hear the different resource persons to consider while looking into RBH No. 7.
03:34 So prioritito, we have to ask what's the priority of this current administration. It's very clear that the President wants to push for the changing amending provisions in the Constitution, particularly economic provisions.
03:49 So what we are doing here in the House of Representatives is to translate that priority and policy of this current administration. So sabi na mga kasama ko, it now brings us to the question of how and when do we actually amend the Constitution.
04:07 I personally would want this discussion on the economic provisions done before the break for the Holy Week. Actually that's the original planning. That's actually the original plan.
04:21 Even if you go through your previous interviews with our colleagues in the Senate, even SP Zubiri said they can do that before the break, before the Holy Week break.
04:40 And we hope that they can actually fast track that because priority does not mean only discussing the issue. It also means putting into timeline ano ba yung target natin at kailan matatapos.
