00:13 In Ilocos Norte, the province of Pangulo, the effect of the drought is also evident.
00:20 The drought of the crops,

00:26 Like in Lawag, where there is almost no food left for the cows of Cesar Pascual,
00:31 because of the heavy drought.

00:52 In the whole country, the Department of Agriculture has estimated that the damage of El Niño's agriculture is worth P357 million.
00:59 But it is still lower than the historical damages of the past strong El Niño,

01:13 The most affected is the province of Iloilo,
01:17 which recorded more than P127 million losses because of the El Niño.
01:23 The province of Oriental Mindoro is the second most affected,
01:26 which recorded P56 million losses.
01:29 For now, a town in Oriental Mindoro is under a state of calamity.
01:33 The whole province of Occidental Mindoro may follow.
01:37 But February is just over and there is no sign of the El Niño,
01:41 which is expected to last until May.
01:43 To reduce the impact, 500 million pesos of debt has been allocated to the farmers.
01:48 Each of them can borrow P25,000, but no interest and no collateral.
01:54 The Philippine Crop Insurance Corporation has allocated P1.8 billion
01:59 for the damaged crops because of the El Niño.
02:02 For the immediate need of the farmers who are affected by the El Niño,
02:06 there are other benefits such as cash for work, rice and fuel assistance, and others.
02:12 There is a P5,000 rice subsidy per affected farmer,
02:16 and there is a fuel subsidy of P3,000.
02:19 But we know that it is not enough.
02:21 The Office of Civil Defense will also enter.
02:24 We treat this as a calamity situation.
02:27 So it's like a storm.
02:29 They can be given food bags or whatever they need
02:34 when the state of calamity is declared.
02:37 The Philippine Air Force has also sent cloud seed
02:40 to Southern Cagayan and Northern Isabela in the hope that it will return in the rain.
02:44 Our cloud seeding operations are our last option.
02:48 Aside from the cost, we need to make sure that there are seedable clouds
02:54 and there is advice from the hope that our degree of success is high.
