00:00 It was a crime and not just a fire that happened in a house in Quezon City
00:05 where a married senior citizen died.
00:08 According to the investigation, they were possibly killed and to cover up, the house was burned.
00:14 The victims were bleeding and had a bullet in their head.
00:17 The body was found in the area and was rushed to the victims.
00:23 The suspect and his accomplice were found dead while leaving.
00:27 The suspect was found carrying 100,000 pesos cash,
00:31 weapons, and ice pick that could also be evidence.
00:36 The police are investigating if the suspect has a criminal record that was claimed to be a murder.
00:41 The Supreme Court issued a decision that traffic enforcers of LGUs should not be tied up if the MMDA does not allow it.
00:51 But the MMDA explained that the decision can still be appealed.
00:56 Mark Salazar witnessed it.
00:58 The MMDA showed the Supreme Court's decision that the traffic enforcers of local governments are not allowed to arrest, tie up, and confiscate licenses without the MMDA's permission.
01:13 This is in violation of the MMDA's power to enforce the traffic regulations in Metro Manila, like the single ticketing system.
01:22 In effect, the earlier decision that we have no legislative powers was overturned.
01:32 The Supreme Court said in this decision that insofar as traffic regulations are concerned.
01:42 However, the decision cannot be implemented immediately because it can be appealed.
01:47 For now, the local enforcers can still be arrested.
01:51 If you are arrested by local traffic enforcers, we should not lose and argue that the Supreme Court said.
02:02 In many streets, MMDA and LGUs' enforcers are tied up in traffic regulations.
02:09 Because of the Supreme Court's order that the MMDA will deputize the local enforcers,
02:15 will LGUs allow their enforcers to boss the MMDA?
02:20 Like who will be arrested?
02:22 Right?
02:24 Deputization is a process.
02:28 If they make a mistake, who will resolve it?
02:35 One more thing, in every 5 enforcers that you see, only one is in the MMDA.
02:41 That's why LGUs have the power to enforce the traffic regulations.
02:45 That's why they did not promise everything in the single ticketing system and only included 20 common violations.
02:52 Because they have their own needs, peculiar circumstances,
02:58 we are allowing them to determine the regulations that should be in their area.
03:07 The relationship between MMDA and LGUs is suspicious because the mayors of Metro Manila Council are the ones who are deputizing the MMDA.
03:17 The truth is, they can destroy the single ticketing system if they want.
03:23 But they will not do that because Metro Manila has an existing traffic code.
03:28 If they remove that, we will have anarchy.

03:57 The vote of the congressmen in the first reading was not unanimous as the Committee of the Whole, the target of the camera,
04:03 which will be approved before the Holy Week break of the Congress on March 23.
04:08 The resolution of both houses 6 in the Senate should be read in its entirety.
04:12 But according to Senate President Juan Miguel Zubiri,
04:15 it seems that it will be difficult for them to get 18 senators in favor of the economic amendments in the Legislative Yuan.
04:24 A 19-year-old volunteer social worker was killed after entering and firing inside a house in North Caloocan.
04:31 The victim, Mark Andre Adobas, was shot in front of his mother.
04:35 Multiple gunshot wounds to the face and body are the cause of death of the victim.
04:39 The gunman was arrested in a follow-up operation.
04:42 He denied having any involvement in the sacrament,
04:44 knowing that the suspect was previously imprisoned for illegal drugs.
04:47 The police are investigating the motive of the sacrament.
04:53 Residents are complaining about the illegal connection of electricity to the barangay Tandasora, Quezon City.
04:58 They are worried that the jumpers might catch fire.
05:02 The people who jumped went to the place where the jumpers were, but the electricity did not reach the illegal connections.
05:07 The people who jumped were told to cut the cable in the empty meter base so that the jumper cannot be connected.
