00:00 What kind of project can benefit 115 million people, including me?
00:07 What kind of project can be called a state affair, in the words of President Xi Jinping?
00:14 For eight years, we have been gathering 120 counties in the north.
00:20 It's not a big deal to support the future of the people.
00:24 Our will is the same as the will of the people.
00:29 Xi Jinping said at the 20th National Congress of the Communist Party of China
00:39 that the Party has rallied the people and led them in solving a great number of problems
00:45 that had long gone unsolved, securing many accomplishments that hold major future significance.
00:53 Among them is China's South to North Water Diversion Project.
00:58 It is the largest of its kind in the world.
01:01 For the project's middle route, the main source of water is located in Xichuan County.
01:08 Today, I've come here with Patrick Nise.
01:11 We want to see how the mega project developed from blueprint to fruition.
01:17 Xichuan County, Xichuan Province
01:20 This is our first water gate, the water drainage system of the central line of the South to North Water Diversion Project.
01:25 Since the beginning of the water drainage project in Taosha District,
01:28 we have accumulated 50.747 billion yuan in water.
01:32 What is this concept?
01:34 For example, in Beijing, how much of the water we drink comes from this water drainage system?
01:40 About three-fourths of the water we supply to Beijing is supplied by the South to North Water Diversion Project.
01:46 So we're in the midst of Dengjiangkou Lake. Let's try some water here.
01:56 Good idea.
01:57 Because the quality of the water is particularly good, it can meet the standard of the surface water.
02:03 So it can be directly transported.
02:05 Perfectly transparent.
02:08 The water is not polluted.
02:10 Just like any bottled water you can buy in a shop.
02:19 Very good.
02:21 I'm very impressed by the scale of this project.
02:26 The impact on ecology and wildlife and biodiversity must be also extremely big.
02:35 So how do you deal with this?
02:37 When we planned this project, we considered the protection of the ecology.
02:41 We built an ecological corridor along the coastline.
02:45 We also considered the environment around us.
02:49 We can guarantee that the water in our area can last for generations.
02:52 The factors surrounding the South to North Water Diversion Project are massive and extremely complex,
03:00 including a migrant issue that has been described as the hardest problem in the world to solve.
03:06 In Xichuan, 367,000 people relocated to accommodate the project.
03:13 How are these villagers living now?
03:16 So many loquat trees.
03:25 Are they the main crops?
03:27 Yes. There are about 500 to 600 acres in this area.
03:29 We have 3,000 acres of land.
03:31 In the past, people planted corn and wheat.
03:34 Now, people plant loquat trees.
03:37 Are they used to it?
03:39 Yes, they can drink loquat water.
03:40 We can get loquat water from the loquat trees.
03:42 It's a good way to support the economy.
03:44 It's provided by the government.
03:47 What about the sales?
03:49 We have a unified sales team.
03:52 A unified sales team.
03:54 So you have a cooperative.
03:55 Yes.
03:56 Do you earn more money now than before?
03:58 Of course.
04:00 Now, I can support my family.
04:03 So moving money is a good opportunity for you.
04:07 Yes. It's a good opportunity.
04:09 You are engaged in engineering, water and energy, ecological environment, economy, and immigration.
04:22 I don't know what the coordination between these departments is like.
04:27 We have established a committee between provinces and cities.
04:34 It's because of this committee that we can coordinate the departments.
04:40 So we can coordinate the departments.
04:46 President Xi Jinping quoted an ancient Chinese saying,
04:52 "Once you open the main rope of a net, everything falls into place."
05:02 Or you have a big understanding of the whole situation.
05:05 You have everything under control.
05:06 How do you understand this saying?
05:08 Don't use too much energy.
05:10 Use the energy applied in the right way.
05:15 Push the right button.
05:17 At the right time.
05:19 And then you get the result you want.
05:22 And the best result you can have.
05:25 Do you find similar philosophy or is it different?
05:33 In the West, the competition is everybody wants to be the boss.
05:38 If you want to achieve something, the most important issue you will have is the competition for leadership by everyone.
05:47 China doesn't work like that.
05:50 You have a duplication of all these tires with the party.
05:55 You have cells of the party everywhere.
05:58 In the civil society, in the economy, and also in the political system.
06:04 From the local village to the top.
06:06 They are working in the same direction.
06:10 This has to be done for the good of the people.
06:12 They go for it.
06:14 This is the magic of China.
06:16 The world is watching.
06:22 We must insist on strengthening the central leadership of the party.
06:26 We must strengthen the overall situation.
06:28 We must coordinate the party's leadership system.
06:33 We must ensure the unity of the party.
06:41 From the beginning, things have to be done correctly and well-established.
06:47 The land is for those who work it.
06:49 This is a collective work.
06:54 Well-sustained, with respect and well-developed.
07:10 In the last decades, China has grown exponentially.
07:23 The Chinese Communist Party is the world's largest party.
07:29 The Chinese Communist Party is the world's largest party.
