00:05 the two sides agreed on what they wanted.

00:33 We now have also over three-fourths of the House as authors,
00:39 not just as supporters of the measure and we're on track to pass the same.
00:45 But if the House is quick to agree on Cha-Cha, that they might pass it before the last week break of the Congress on March 23,
00:53 the Senate is still in a dilemma, according to Senate President Juan Miguel Zubiri.
00:57 They need three more hearings before they pass this in the plenary.
01:01 I don't want to put this out in plenary. I'm not comfortable with the numbers.
01:08 You know there are certain senators that feel that the charter does not need amendments
01:14 and that's why we need more time to convince them.
01:16 Even though Cha-Cha's decision on the House and Senate is different,
01:20 the President said that the two sides agreed on what they want to amend the economic provision of the Constitution.
01:27 What is more important than all of that for me is that it is practically the same resolution.
01:35 And that for me is the key point in this process.
01:43 We have arrived at a consensus.
01:47 But the majority leader of the House said on his radio interview earlier,
01:51 if the RBH 7 passes and they give a copy to the Senate,
01:55 it is possible that they will also direct their version to the Commission on Elections.
01:59 The Comelec will now decide if the House's vote is enough to plebiscite on Cha-Cha even if the Senate's vote or version is not there.
02:08 There's nothing wrong with their plan and it can be questioned in the Supreme Court.
02:12 But the Comelec said, if it really happens, we will be sure to bring it to the Supreme Court.
02:19 We will know if it can be filed.
02:23 The House is under our jurisdiction and we can take action on that kind of resolution if it is sent to us.
