01:44 After inspection by Lloyd Zaga, Captain's Peak Resort said that it will review all the issues with the ECC and will also know who is operating even if there is none.
01:54 The new applications of the ECC in the legislated protected areas will be passed through the DNR main office instead of the regional office level.
02:03 We are not leaving because we need to have livelihood. That's important for the economy.
02:08 What's important is we have different framing. It's not just ecotourism but we are also conservation tourism.
02:15 While looking at the law on the resorts and facilities in all protected areas, DILG Secretary Ben Herabalos wants to hold a moratorium or stop the construction of new structures.
02:28 I will definitely propose it pending. I will say that right now, whatever we have, let's check all of this first.

02:38 Although it is not yet named, DILG has already initiated a list of potential cases because Captain's Peak is closed.
02:45 Both secretaries are saying that there are changes that need to be made in the Protected Area Management Board, the legislated body that should be overseeing and providing clearance.
02:54 It is composed of the DNR regional director who can only vote if there are ties, governors, mayor, barangay captain and academe.
03:02 In the case of Captain's Peak, the DNR regional director did not give the resort a time-beak clearance.
03:08 With the present law, can we sleep at night? If we wake up, maybe there will be a new swimming pool. Are we assured of this? What are the mechanisms that should be introduced?
03:25 In Secretary Yulo's visit to Bohol, he reminded that the whole island of Bohol, not just Chocolate Hills, was declared by UNESCO as a global geopark.
03:36 In 2027, UNESCO will look again if Bohol is still worthy of this title.
