00:15 Since 2012, Junisio has been one of the initiators of irrigation
00:21 for farmers in the Zambuanga, Cebu.
00:24 Before, there was no irrigation, there was not enough water.
00:30 Farmers were not able to irrigate.
00:32 According to Ladra, irrigation has helped farmers a lot,
00:37 especially in remote areas of the region.
00:40 And because farmers have been able to get water,
00:44 their lives are now better, even in front of El Niño.
00:48 Water is very important, because when El Niño is short of water,
00:53 farmers will fight and fight for water.
00:57 So, we have to manage the rotation.
00:59 Jerrolyn, who is a member of the Association of Farmers,
01:03 was named because of the government's support for irrigation.
01:07 Although there are changes in the new times,
01:10 it was not a barrier to ensure the continued livelihood
01:15 of farmers with the help of the government.
01:18 The DINAR program is helping.

01:47 come together and work towards a shared passion and commitment
01:52 to safeguarding our environment and water resources.
01:56 According to DINAR Secretary Antonia Yulo-Loyzaga,
02:00 the agency has already done a lot to improve the irrigation system.
02:05 This includes the installation of sanitation as a key performance indicator
02:10 or guideline for all institutions,
02:13 and the strengthening of the enforcement of the registration of drilling permits in wells.
02:18 Though we are celebrating today, may this day also remind us
02:22 that there is still much work to be done.
02:25 DINAR and Manila also remind us that every Filipino has the right to clean water.
02:32 That's why all Filipinos are asking for help
02:37 to ensure the correct preservation and allocation of water.
