NTSA carry out inpection of matatus during the road safety campaign awareness

The National Safety and Transport Authority carried out an inspection of matatus at Kasarani Police Station during the 3-month road safety campaign awareness in collaboration with the Matatu Owners Association.

00:10 There is a critical responsibility to the owner of the vehicle when he's putting
00:22 his vehicle onto the road to make sure it is serviceable.
00:25 And to ensure that he has got a driver who's appropriately trained,
00:29 to get the documents together with the DSV operator, the Makanga.
00:32 Upon all the paperwork, we've gone around the country,
00:35 about the two weeks to go.
00:38 We want to support and see turning around this sector.
00:43 We also partnered with the National Police Service in regards to the activities
00:47 that we're undertaking, so that it is coordinated, it is sustainable.
00:51 And to ensure that we all come together as a community and
00:54 as a country, we're going to support.
00:56 This is not just for purposes of compliance, we started this way before.
01:01 This is I think the second month, and
01:03 we are going for another at least one month to the other parts of the country.
01:06 We started off with training across the country.
01:10 We started off with what was called office training,
01:15 and in regards to the operations that we were undertaking.
01:18 Now we are now doing the vehicle, so that's why we're here with the owners.
01:21 And then the next thing is we're working with the police to be able to then
01:24 support us on the matters related to enforcement.
01:27 This is an exercise that we are scaling up to go to other parts of the transport
01:31 sector, not just only the matatus.
01:33 We are working with the heavy commercial vehicles and also school transport.
01:37 You will be seeing an advertisement out for
01:39 new regulatory framework for school transport operators.
01:42 It will be in the papers on Tuesday, together with heavy commercial vehicle
01:45 regulations that we are expediting.
01:49 So that we can also regulate that sector with more detail to take care of the issues
01:53 that are emerging.
01:55 As you're aware, the last time there was done a regulatory review was in 2017.
01:59 Now we would like to update them to 2024.
02:01 So we'll be going for public participation across the country,
02:04 starting from the 15th of April on matters related to school transport and
02:08 heavy commercial vehicles, because that's an area of great concern,
02:11 based on the statistics and the accidents that we have seen.
