18 power plants sa ilalim ng Luzon Grid, naka-shutdown ayon sa NGCP;

Yellow at Red Alert, posible pa rin hangga't hindi nakababalik sa operasyon ang mga planta

Transcript
00:00 Red alert status in Luzon grid and power outages in some areas may be avoided if the maintenance program for 2024 is followed.
00:09 That's what the National Grid Corporation of the Philippines said in NGCP.
00:13 But it's still possible for there to be a yellow and red alert if the operation of some plants forced shutdowns will not be returned.
00:21 The details in Rod Lagusan's report.
00:27 Some areas experienced power interruption following the red alert in Luzon grid due to the low supply of electricity.
00:33 The owner of the rice shop, Dory, hopes that this will not happen again.
00:38 I feel sorry for the children, especially my grandchildren.
00:41 I have a lot of grandchildren, I feel sorry for them.
00:43 They are used to the air conditioner.
00:45 It's so hot, I don't know what will happen to us there.
00:49 Actually, we don't get stuck in front of the...
00:53 Because every day I go to the market, I cook everything.
00:58 And it's running out.
01:00 To save on electricity consumption in their rice shop, they turn off the lights and electric fans if there are no customers.
01:06 It also helps to avoid adding to the low supply of electricity in Luzon grid.
01:11 According to NGCP, from 1 am to 11 pm, Luzon grid is yellow alert.
01:17 They say that the available capacity is 13,607 MW compared to the peak demand of 12,874 MW.
01:25 18 power plants were forced outage while 3 were able to run low production.
01:30 Here, almost 2,000 MW of electricity is unavailable or not used by the grid.
01:34 Let's make it clear that the power plants that were forced shutdown are not simultaneous.
01:40 Looking at the data right now, we have small plants since August 2023.
01:47 So in 2023, they outaged four of them.
01:53 Others were outaged in January and March.
01:56 But there are many plants that were shutdown from April 4 to April 16.
02:05 Because NGCP is just a transmission provider of electricity, they did not carry out the operation of the plants.
02:11 She explained that if the maintenance program is followed for this year, there should be no red alert.
02:16 And of the 11 plants that were shutdown, they are not planned.
02:20 She also can't say if there are other power plants that will have an emergency shutdown.
02:25 And until the demand for power plants is not returned to operation and the demand remains high,
02:29 there is a possibility that there will still be a red and yellow alert.
02:32 The demand is a little over 13,000 MW.
02:36 But the projected peak or the largest consumption of Luzon grid for 2024,
02:44 its projection is at 13,800 MW.
02:48 So we have not reached the largest consumption of electricity.
02:53 And that's supposed to happen based on projection mid-May.
02:59 According to Meralco, they are dependent on the advisory of NGCP.
03:04 The demand for electricity in Luzon grid is the highest during the second half of May.
03:09 So we're still in the middle of April.
03:11 So between now and the second half of May, we can expect the demand for power to continue to increase.
03:19 So we're hoping that the power plants can continue to operate reliably.
03:24 The peak demand for Meralco services has already exceeded 8,400 MW.
03:30 And according to Meralco, the Interruptible Load Program that is being implemented to help the grid is very helpful.
03:36 The electricity that is being deloaded is up to 340 MW.
03:40 Because if they don't deload the electricity, Meralco's industrial and commercial customers will have a wide brownout.
03:46 But...
03:47 As far as we are concerned, I think everybody agrees to the premise that what we really need is additional capacity in the system.
03:58 So when you mention of additional capacity, it simply means more power plants coming on stream, especially new ones.
04:08 And for those that are currently running, to keep running efficiently.
04:13 This is where the question comes in, can the supply reach the increasing demand for electricity?
04:18 Meanwhile, since the first of the afternoon until 11 at night, the yellow alert in the Visayas grid has also increased.
04:24 Here, the available capacity is at 2,713 MW, while the peak demand is at 2,523 MW.
04:32 There are 13 plants that are forced outage, while 5 are working but their production is lower.
04:38 According to NGCP, there is also no plant maintenance in the plants in Visayas.
04:42 Meanwhile, NGCP is seeing the consumption of electricity decrease by the weekend, especially since many offices are closed.
04:50 Rod Laguzad, for Pambansang TV in Bagong, Philippines.
