00:46 Hello and welcome to From the South, I'm Alejandra Garcia from Telesur Studios in Havana,
00:50 Cuba.
00:51 We begin with the news.
00:52 The International Civil Aviation Organization, ICAO, accepted the lawsuit filed by Venezuela
00:58 against Argentina after verifying its violations of the Chicago Convention following the hijacking
01:04 and subsequent scrapping of the Entrasur transport company's plane.
01:08 In compliance with the rules of procedure, the international organization has verified
01:14 that the complaint conforms in form to the requirements of Article 2.
01:19 The notification of the ICAO and in accordance with Article 3 of the regulations notify the
01:25 members of the Council of the receipt of the claim.
01:28 In the aforementioned complaint and report by Venezuela, it claims that since June 8,
01:35 2022, the Republic of Argentina has committed violations of several articles of the Chicago
01:41 Convention through the application of the illegal unilateral restrictive measures of
01:46 a discriminatory nature against the Bolivarian Republic of Venezuela.
01:50 The Government of Venezuela alleged that such violations occurred in the context of the
01:54 inconveniences suffered by the non-scheduled flights belonging to the Conviasa consortium
02:00 and leased by the latter to the Entrasur transport company.
02:08 And we continue in Venezuela.
02:10 At its 23rd Summit, ALBA-TCP approves the Caracas Declaration to promote the strategic
02:16 agenda towards 2030, as it also expressed solidarity with the peoples of Palestine.
02:24 On the meeting, President Nicolás Maduro presented a seven-line agenda of the regional
02:27 group until 2030, which includes an offensive to raise resources for development projects
02:33 within the framework of the bloc.
02:36 To two operational instances, the ALBA Bank and the ALBA Private Office.
02:40 It further proposed relaunching PetroCaribe, the creation of ALBA Food, the constitution
02:45 of the People's Trade Agreement, the Cultural and Communicational Academy and the Scientific
02:50 Programme, as well as creating the Climate Change Impacts Mitigation Agency.
03:00 We have received an extraordinary proposal with seven lines of action, which we have
03:07 called the ALBA 2030 Agenda.
03:11 The paramount goal is here, in the short term, in the medium term 2030 or beyond.
03:19 Meanwhile, the President of Bolivia, Luis Arce, requested the inclusion of Palestine
03:24 in the bloc of the Bolivarian Alliance.
03:27 In this context, the Prime Minister of San Vicente and the Grenadines, Rafa González,
03:30 reported that the United States bears fruit from a war economy.
03:38 Inviting the State of Palestine to join as a full member of the Bolivarian Alliance for
03:42 the Peoples of our Americas, People's Trade Agreement, ALBA-TCP.
03:50 War is always a by-product of imperialism.
03:55 Military capitalism cannot exist without war.
03:59 The essential to US survival is the war economy.
04:06 On the other hand, President of Cuba, Miguel DĂaz-Canel, thanked support of ALBA in the
04:10 fight against the illegal US blockade.
04:15 We appreciate the steadfast support of the Alliance for the fight against the end of
04:19 the illegal genocide blockade of the US government against the Cuban people tightened to extreme
04:26 levels in recent years.
04:28 We further thank the valuable support for the legitimate demand to remove Cuba from
04:32 the arbitrary unilateral states sponsoring terrorism list.
04:37 In addition, President of Nicaragua, Daniel Ortega, condemned interfering US actions regarding
04:45 the controversy over the territory of Guyana and Sequiba.
04:56 The arbitrary territorial occupancy, which ought be defined according to the declaration
05:10 of December 14, 2023, concerning the territory in negotiation with Guyana, but the negotiation
05:33 is seriously affected from the time they give concessions.
05:47 There are two oil companies and war chiefs from the United States are moving to the area
05:53 committing a crime, another crime.
06:05 Caribbean representatives from countries such as Dominica, Antigua and Barbuda paid tribute
06:10 to commanders Fidel Castro and Hugo Chávez for the creation of the block, further noting
06:14 that ALBA TCP should spend action in food affairs.
06:20 I would like to pay tribute to the founders of ALBA, President Hugo Chávez and President
06:25 Fidel Castro.
06:33 Those were two gentlemen who have been pioneers in many aspects of development in this world.
06:42 And it is to their visions they have created ALBA, they have created Petro Caribe and they
06:48 were principal proponents of CILAC.
06:53 And we see all of these institutions became a reality and they have been possible to help
06:59 citizens not only in our hemisphere but worldwide.
07:09 ALBA must continue to strengthen its solidarity and to increase functional cooperation.
07:16 Rest in areas issues, issues including defense of sovereignty to nurture us, increasing our
07:26 economic cooperation, greater trade and investments in order to strengthen our hemispheric group.
07:36 Meanwhile the Prime Minister of San Lucia stated that since January 8, 2024, the island
07:42 officially joined the ALBA TCP to fight together against poverty and climate change.
07:50 Our problems are alike because we always struggle against poverty and we are also combating
07:58 climate change.
08:02 We also suffer from discrimination and exploitation of countries that are much bigger than us.
08:08 That is why, on January 8 of this year, San Lucia officially joined ALBA.
08:14 And San Lucia will be a full member of ALBA soon.
08:20 On the meeting, the ALBA TCP members states seek to identify the lines of work and actions
08:26 that tackle the transformation of Latin American societies based on popular empowerment, the
08:31 strengthening of sovereignty, solidarity and cooperation with an anti-imperialist and unitary
08:35 approach favorable to development with growth, social justice and economy.

08:58 Welcome back.
08:59 Haiti swore in an internationally backed transitional government on Thursday in a secret ceremony
09:05 amid the threat of violence in the capital Port-au-Prince.
09:09 The announcement came as the former Prime Minister Ariel Henry released a statement
09:15 saying he was resigning after being unable to return to the country due to the gangs'
09:20 control of the capital city.
09:22 During the sworn-in ceremony, Interim Prime Minister Michael Patrick Wilsbert said the
09:28 island nation was at crossroads and was facing a multidimensional political crisis.
09:55 On Thursday, the Israeli occupation army continued its attacks against the Palestinian population
10:00 of the Gaza Strip as local media reported that 79 people were killed and 86 injured.
10:06 WAFA news agency reported that Israeli airplanes attacked a house belonging to the al-Jamal
10:13 family east of Rafah, killing five people and leaving several wounded, most of whom
10:18 were children and women.
10:20 In another bombing in the same locality, one civilian was killed and several were injured.
10:25 Attacks were also registered in several cities in their al-Balad, Gaza City and Habbalia.
10:31 Since the beginning of the Israeli siege on Gaza last October 7, a total of 34,262 Gazans
10:38 have been killed and more than 77,000 Palestinians were wounded.
10:48 After over 200 days of continuous Israeli genocidal war on Gaza, the destruction of
10:53 medical centers and civil infrastructures of all types is now a common place in the
10:58 area.
10:59 One example of the devastation is the Al-Shifa Hospital, what once was Gaza's largest medical
11:06 center, is a pile of rubble which its former medical staff see with horrifying eyes.
11:14 The Al-Shifa Hospital was developed as Gaza's central health center.
11:18 Originally, an internal medicine department was set up, followed by one section for surgery.
11:24 Later on new buildings were added for pediatrics and ophthalmology.
11:28 Al-Shifa means "healing" in Arabic.
11:33 While touring around the former emergency area, the head of the medical rehabilitation
11:37 committee, Dr. Marwan Abu Sada, recalls what the health institution was like just before
11:43 the war.
11:46 This facility was the largest and most comprehensive hospital in Palestine, featuring 750 beds,
11:52 32 intensive care units, and 26 operating rooms.
11:57 Previously, it served a quarter of a million patients and visitors.
12:03 We are now standing in what remains of its emergency department, which was noted for
12:07 its large capacity.
12:09 Meanwhile, Amjad Ayawah, an emergency doctor in Gaza, tells us about his experience since
12:16 the beginning of the siege and calls on the international community to help stop the war
12:21 and to increase its shipment of medical supplies to the Gazan hospitals.
12:27 This location has been our initial home.
12:29 Since the war began, we haven't left it for even a moment.
12:33 I was here from the start of December through January, during which it accommodated thousands
12:37 of casualties.
12:39 It was deeply saddening to experience this.
12:44 We urge international organizations and the global community to urgently halt the war
12:48 and supply field hospitals to manage the daily influx of injuries treated at under-equipped
12:53 facilities, yet the number of casualties is overwhelming, and we lack sufficient operating
12:58 theaters to address them.
13:00 Nor do we have specialized facilities for patients with kidney and heart conditions.
13:05 The health system is severely deficient, and immediate, swift intervention is crucial.
13:13 The Israeli occupation forces bombarded the Al-Shifa Hospital and held its staff hostage
13:18 under the pretense that the place served as a hiding place for Hamas fighters.
13:23 This idea was discarded later on.
13:25 Meanwhile, the recent discovery of mass graves in the facility, with hand-tied bodies, is
13:31 an indisputable evidence of the fallacy of the Israeli justification and of the true
13:35 nature and aim of its attacks against the Palestinian people.
13:44 In the United States, university students from different cities hold protests in rejection
13:48 of Israel's crimes against the Palestinian people.
13:52 Students at the University of Texas at Austin have joined the pro-Palestinian protests that
13:56 have recently spread across the United States.
13:59 In addition to the wave of university protests, there have also been demonstrations in defense
14:05 of Palestine near the residences of prominent U.S. politicians and statesmen.
14:15 On Wednesday in the United States, police forces arrested more than 100 university students
14:20 gathered in protest against the genocide in Gaza.
14:23 Social activists confirmed that police continue repressing demonstrators on college campuses
14:28 across the nation.
14:30 Students expressed that the mobilizations aimed to show their solidarity with the Palestinians
14:34 in Gaza and denounce U.S. government complicity with Israel.
14:39 In turn, U.S. President Joe Biden denounced that such protests should not take place on
14:43 university campuses, while human rights groups defend the right to freedom of expression.

15:11 Final short break.
15:12 Don't go away.
15:24 Welcome back to From the South.
15:26 The Democratic People's Republic of Korea accused the United States of increasing tensions
15:31 in the Indo-Pacific region by seeking to include Japan in the AUKUS alliance.
15:36 According to analyst Kang Jin-sung from the state agency KCNA, Washington is intensifying
15:42 its plan to expand and strengthen military blocks in the Asia-Pacific region.
15:47 In turn, he pointed out that at the recent AUKUS defense ministers' summit, comprising
15:53 the United States, the United Kingdom and Australia, Japan's preferential participation
15:58 was formalized.
15:59 In this regard, he denounced that the US government is seeking to put Japan at the forefront of
16:05 anti-China pressure and push for a nuclear minefield in the Indo-Pacific region, near
16:11 the Asian giant.
16:18 The alliance, known as AUKUS, is a strategic military alliance among Australia, the United
16:23 Kingdom and United States.
16:25 This military block was publicly announced on September 15, 2021, and the pact among
16:30 the members includes cooperation in cyber capabilities, artificial intelligence, quantum
16:35 technologies and additional submarine capabilities.
16:39 AUKUS supplies Australia of new long-range strike capabilities for its air force, navy
16:45 and army.
16:46 In turn, critics have pointed out that the alliance is designed to counter China's influence
16:52 in the Indo-Pacific region.
16:58 In Western Australia, between 50 and 100 pilot whales are stranded on a remote beach in Downsborough.
17:05 The Parks and Wildlife Service said on Thursday that dozens of pilot whales are stranded near
17:11 a sandy shore in shallow water.
17:14 The area is known as Toby's Inlet, more than 250 km south of the city of Perth.
17:20 In this regard, the agency said it has deployed its teams of officials, experts and veterinarians
17:25 in response to the mass stranding to try to keep the marine mammals alive and get them
17:30 back to the sea.
17:38 On Wednesday, a Mauritanian human rights activist announced he will stand as candidate in the
17:42 presidential elections.
17:44 In this sense, BĂ©hren Oludh Da Oult Abed, a Mauritanian human rights activist and opposition
17:50 figure running up in the last presidential elections, announces his candidacy for the
17:55 June 29 elections.
17:57 In the meantime, Oult Abed, whose political group is not authorised and has no legal existence,
18:03 expressed its concern about the functioning of the electoral process, alleging that it
18:07 is aware of the imperfection of the electoral registry and the partial inadequacy of the
18:15 independent National Electoral Commission.
18:23 In turn, Mauritanian President Mohamed Oudh Ghasgoussouani on Wednesday also stated he
18:29 would run for a second term as president.
18:31 Precisely in this context, he defended that his government provided stability in the Sahel
18:36 region, which faces rising jihadism.
18:39 In this nation, polls indicate that Ghasgoussouani, the current chairman of the African Union,
18:45 is the clear favourite to win.
18:46 It is worth noting that in 2023 his party won the legislative elections, taking 107
18:53 of the 176 seats in the National Assembly.
18:57 The first round of general elections will take place on June 29, with a possible second
19:02 round on July 14.
19:22 Now we move to Kenya, where local authorities report 10 deaths from flooding in the capital
19:27 of that African nation.
19:29 In this regard, they reported that storms and flash floods turned streets into raging
19:34 rivers and inundated homes in Nairobi.
19:37 The East African region has been battered by incessant downpours in recent weeks as
19:42 the El Niño weather pattern intensifies seasonal rains.
19:47 On the other hand, the Kenyan Meteorological Department warned that heavy rains are expected
19:51 in several parts of the country through May.
19:54 According to the Nairobi County Governor's Office, some 60,000 people, mostly women and
20:00 children, have been severely affected by the floods.
20:11 Local Chinese media are also reporting severe flooding in the south of the country.
20:16 Precisely the southern province of Canton, China's most populous, with 127 million people,
20:23 reported heavy rains that caused the death of four people and the evacuation of more
20:27 than 100,000 people.
20:30 In the meantime, authorities warned that the province of Canton could again receive heavy
20:34 rains up to 300 millimeters of rainfall in some places.
20:45 The losses cannot be counted.
20:46 I can only say that the losses of silkworms can reach $5,510 to $6,900, and the losses
20:54 of mulberry trees cannot be calculated.
20:56 We are used to floods.
20:59 Previously, the silkworm-rearing houses were flooded once every 10 years, but now the frequency
21:04 is once in 2022 and once again this year.
