00:00 In order to provide better transportation for Filipinos, the government is now studying some plans and strategies
00:08 to expand the electric vehicle industry in the country.
00:13 This is in accordance with the order of President Ferdinand R. Marcos Jr.
00:17 This is what Alan Francisco reported.
00:19 President Ferdinand R. Marcos Jr. ordered the Department of Energy
00:25 and other concerned agencies to speed up the implementation of plans
00:30 to develop the electric vehicle industry in the country,
00:33 particularly the public transportation sector.
00:36 In the sectoral meeting in Malacanang earlier,
00:39 which was about the Philippines,
00:41 it is still far from the target of 2.45 million electric vehicles
00:45 and 65,000 electric vehicle charging stations by 2028.
00:51 According to President Marcos,
00:52 the Energy Department and the Ministry of Finance should focus on finding a way
00:57 to reduce the cost of production and funding of the charging infrastructure
01:02 so that the electric vehicle industry can be stable.
01:05 The government is studying, according to President Marcos,
01:08 the process of transition towards electronic vehicles,
01:12 in accordance with the EV Industry Development Act.
01:15 This is to speed up the development and use of electric vehicles
01:19 for the promotion of energy security and to reduce greenhouse gas emissions.
01:24 In the press briefing, Energy Undersecretary Felix William Fentibella
01:29 laid out the beauty of electric vehicles.
01:31 The President also wants us to focus on achieving the numbers
01:35 by looking at fleet or the group approach,
01:38 looking at the consumer experience,
01:41 and identifying the financing that is needed.
01:46 Because for electric vehicles, for example,
01:49 I am a public utility vehicle or a massager,
01:55 the first thing I will spend is the big upfront cost of the electric vehicle.
02:00 And later on, as I use it, because it has a lower maintenance cost
02:06 and it runs further compared to internal combustion engine vehicles,
02:13 whether diesel or gasoline,
02:16 this has a lower maintenance cost and the cost of operating is lower.
02:23 But what he is looking at is the consumer experience.
02:26 Fentibella added that they have no plans
02:30 to make the government's success in the promotion of electric vehicles.
02:34 What we are looking at is not only for consumer's demand-side development,
02:39 but also, can the Philippines produce locally manufactured electric vehicles?
02:46 And we see these electric vehicles as a simpler technology
02:52 that we can do, so we are working on it.
02:56 The DOE is also working on research and development
03:00 that follows the standards of DTI.
03:04 We are also looking at how to combine all of these,
03:09 what skills are needed for DOLE, Department of Labor,
03:13 to have the right skilling of people in the automotive industry right now,
03:20 and the skills that will be needed for the future
03:25 when we position the Philippines to be a local manufacturer of electric vehicles.
03:31 The DOE also discussed in a sectoral meeting
03:34 the development plan of micro, small and medium enterprises.
03:38 President Marcos ordered the establishment of MSMEs
03:42 by introducing them to an artificial intelligence or AI-powered system.
03:48 According to President Marcos,
03:50 AI will ensure that the ease of doing business will be achieved.
03:54 In 2022, more than 99% of establishments in the country
03:58 will be MSMEs.
04:01 Alan Francisco, for Pamansang TV in Bagong, Philippines.
