00:13 A business that pits nation against nation, that thrives in the grey areas of our rules,
00:20 the cracks between our institutions, where they believe they can exploit
00:27 some of the most vulnerable people in the world with impunity.
00:32 A vile trade that preys on the desperation and the hope it finds in its victims.
00:40 This problem must be tackled. These gangs must be stopped.
00:45 Our asylum system must be rebuilt. Our borders must be secured.

00:58 Britain can do better. Labour will do better. We will end this farce.
01:04 We will restore serious government to our borders, tackle this problem at source
01:09 and replace the Rwanda policy permanently.

01:17 We will set up a new command with new powers, new resources and a new way of doing things.

01:27 This is about leveraging the power and potential of dynamic government
01:32 based on a counter-terrorism approach which we know works.
01:36 An end to the fragmentation between policing, the border force and our intelligence agencies.
01:41 A collecting of the standards.
01:44 So the border protection becomes an elite force, not a Cinderella service.
01:50 And we should be working with our European partners to seize those boats.
01:54 Seize material here in the UK to collect further evidence.
01:58 Turn over every stone. Use every reasonable power.
02:02 And that is my message to the smugglers.
02:05 These shores will become hostile territory for you.
02:08 We will find you. We will stop you.
02:11 We will protect your victims. With the Border Security Command we will secure Britain's borders.

02:22 We will deliver higher growth, safer streets, an NHS back on its feet,
02:28 more opportunity in your community, cheaper bills in your home and secure borders for our nation.
02:35 An asylum system rebuilt.
02:37 The criminal gangs smashed. The exploitation of some of the most vulnerable people in the world prevented.
02:44 An end to the chaos. A turning of the page.
02:48 A politics return to service.
02:51 And a careful, patient, determined renewal of our country with Labour.
02:56 That is the future you can choose.
02:59 That is what serious government can deliver.
