13:31Hello and thank you for your invitation.
13:34So, Dr. Bakari Samb, you were recently invited to Copenhagen
13:39by the Danish Institute for International Studies
13:42for a high-level expert discussion on the option of dialogue with terrorists.
13:48Do you really think that the negotiation is a valid option
13:51to get out of the impasse, especially in the Sahel?
13:55Yes, I believe that today, when we look at the issue of the balance of power,
13:59it is a decisive issue.
14:01We are in an impasse of mutual neutralization,
14:04without a definitive victory in an asymmetric war.
14:08And we see it with the self-defense militias and mercenaries.
14:11And this is the sign of the failure of state military operations
14:16and security cooperation in the fight against terrorism.
14:19And I believe that today, there are contradictory perceptions.
14:23And I believe that despite the progressive allegiance of the ostracized populations,
14:28the dyadist or terrorist groups are unable to impose their balance of power.
14:33And I believe that for the government today,
14:35it would take courage to engage in a politically assumed dialogue,
14:41and in a way, certain conditions imposed by terrorists
14:46seem more obvious today.
14:49For example, Acme, which demanded the condition of the departure of the French,

14:56And I believe that when we look at the Afghan experience,

15:18We know that there have been experiences of dialogue in the region,
15:23but the terrorist violence continues to strike the different countries.
15:27In your opinion, what could not work in these previous dialogues,
15:32and what can we learn from these failures?
15:37Yes, I believe that there has already been the Nigerian approach,
15:40with the experience of the Goudou Maria camp
15:42to get young Nigerians out of Boko Haram,
15:44and the attempts of former President Basoum
15:47to contact the communities of the Tilaberi region.
15:51There have been these Banibangu agreements,
15:52and the current government may not have relaunched the process
15:57with attempts that have been made in the region.
16:00There was the Mauritanian Muhawara,
16:04which was an experience that we talk about very often.
16:08But I believe that today we need a reactivation of these frameworks of discussion,
16:13because today in Niger, with the situation of the transition,
16:18we should fear that there will be a reactivation of the militias
16:24against the populations, especially in the Tilaberi region,
16:28with the work that the HACP,
16:30the Peace Consolidation Authority, had done at the time.
16:33I believe that we should review these experiences,
16:38learn lessons,
16:40and see how to evolve towards this dialogue,
16:43which, in my opinion, is essential.
16:45No war in the world can end on the battlefield.
16:48It always ends through negotiation and dialogue.

16:56you support the thesis of a paradigm shift
17:00with what you call the communitarianization of terrorism.
17:04But you go further by talking,
17:06I quote you, about this pressing issue of the stigmatization of the PEOL communities,
17:11which should, in your opinion, be addressed urgently.
17:15What can the States really do on this subject,
17:18but also the international community?
17:21It is clear that today there is a counterproductive character of total war.
17:27We must draw lessons from the Nigerian experience with Boko Haram.
17:30Where the refusal of dialogue and the strategy of total war
17:33have led to a current return to violence.
17:37The eliminated leaders have always regenerated with the aura of martyrdom.
17:41But today there is a consolidation of the experience of past methods.
17:45The Mauritanian case is no longer the case today.
17:47These are no longer groups as we saw them before.
17:51And I believe that the situation is made much more complex
17:55by the interaction between communities and terrorist groups,
17:58whose claims are increasingly inter-sociopolitical.
18:02So I believe that this communitarianization of the PEOL or terrorism
18:07shows that we must put in place mechanisms to protect the civil populations in the Sahel
18:11and work on forms of dialogue on several levels.
18:15Inter-community dialogues, but also integrating the phenomenon of communitarianization of the PEOL.
18:19I believe that this must be led by the States,
18:22but also supported by the international community on post-dialogue strategies
18:26and think about the idea of an international conference
18:30on the PEOL question in the Sahel and West Africa region.
18:33Because taboo has never been a solution.
