00:00 On a march towards his third state budget, Stephen Mulligan has a message for South Australians.
00:07 A feature of the state budget will be cost of living relief and we're trying to provide
00:12 that in a way which is meaningful.
00:15 Exactly what that looks like is unclear for now, but he says people who need support the
00:21 most will benefit.
00:22 The Council of Social Services says time's come to reform SA's concessions schemes.
00:28 They're fairer, they're better targeted and in fact spread the support to those people
00:35 who currently are missing out and shouldn't be.
00:38 Despite the pledged relief and further reductions to third party insurance costs, there will
00:43 be no pause on increases to government fees and charges.
00:47 On average they'll go up by 3% from July 1.
00:50 It'll see single trip Adelaide Metro tickets rise to $6.40, renewing a driver's licence
00:56 for 10 years go up by $20, while fines for the highest level of speeding climb by $55.
01:03 Stephen Mulligan says the increases are below inflation.
01:06 We realise that everyone is watching every expense in their household budgets at the
01:12 moment.
01:13 Any increase is going to come at a real impost.
01:18 However you have to give credit to the government for not actually increasing the fees much
01:24 more than that.
01:25 Increasing funds for the state's mental health system is what the opposition is calling for.
01:30 There is an opportunity for Premier Malinowskis and Minister Picton to mop up after the federal
01:37 budget.
01:38 Stephen Mulligan says health will play a significant role in the budget he'll deliver in three
01:43 weeks.
