Transcript
00:00 The value of the social housing project in Balete, Batangas will reach 100 million US dollars or more than 5.8 billion pesos.
00:08 Under this, the Philippine Housing or 4PH Program of the Marcos Administration.
00:15 Here is the first part of our special report.
00:19 I really want to have a nice house, but I didn't make it.
00:24 It's very hard because I was able to build a house, but I haven't finished it yet.
00:29 I don't have enough money to pay for the expenses, and I don't have enough money for my family.
00:32 I have three children, and we have debts that we have to pay.
00:39 It's already broken, it's already broken.
00:42 It's not going to be fixed.
00:43 It's broken.
00:44 Where did it fall?
00:45 Here, on this rock.
00:47 It's like a dream, the dream of a 60-year-old father, Juniso,
00:52 to have a nice, comfortable, and decent house for his family.
00:58 Despite 15 years of hard work and hard work in other countries as a crane operator,
01:06 he has no savings now to finish the repair of his house,
01:10 especially since his salary is just a job order of an employee in the municipality.
01:16 But father Juniso is very excited when he heard that the government will build, for the first time,
01:23 the largest social housing project in their area for the urban poor, minimum wage earners, uniformed personnel, and OFWs.
01:33 More than 6 hectares of land was bought for the national housing program for the Filipino Housing,
01:40 or 4PH program, of the Marcos Administration here in Balete, Batangas,
01:45 where more than 4,000 beneficiaries will benefit from having a decent and affordable housing.
01:52 According to the local government, this program will be a great help
01:57 to further improve the economy and tourism of their town.
02:02 The houses in the churches, schools, and the nearby pilgrimage site of Merion Orchard are just nearby.
02:09 You can see Taal Lake, Taal Volcano, and Mount Makiling from the project site.
02:14 Almost all of our fellowmen, when they see the Balete Lake View Residences,
02:19 they are surprised because this is different.
02:21 This is not a normal house.
02:23 I think they will be the first to build here.
02:26 If you look at the design of the property, you will not think that this is a house
02:32 because it is like a condominium.
02:35 It has 10 buildings.
02:37 8 of these have 20 floors, and 2 of these have 16 floors.
02:43 Each floor has 24 residential units.
02:47 This is going to be at par with the big developers.
02:51 We hired the best engineers, architects, planners,
02:55 so that the standards and safety are really lifted also.
02:59 Although this is called a socialized housing,
03:02 it should be like you're living in a well-planned community,
03:06 a township where when you enter, you have parks,
03:09 a swimming pool, a basketball court, and commercial areas.
03:15 And you're riding an elevator going to the top floor.
03:18 For the 1.8 million price ceiling set for 27 square meters per unit,
03:24 the standard of more than P11,000 per monthly amortization
03:29 will be more than P3,600
03:32 because of the government's subsidy program.
03:35 For the first time in the history of the Philippines,
03:38 the housing is subsidized by the government.
03:42 Normally, when you buy a house, the bank or the institution
03:46 that's going to finance the units are charging 6% to 8% per annum interest.
03:51 But because of this program, the government subsidized the 5% interest of the units,
03:56 which means that the buyers of these units are only going to shoulder 1%.
04:02 For Balete Mayor Wilson Maralit,
04:04 not only 10 but 20% will be allotted by the LGU
04:09 to OFWs as a tax on their patriotism and contribution to the country's economy.
04:16 We have a lot of OFWs.
04:19 A lot.
04:21 Because they're the ones who are going to enter our country.
04:24 That's why I said that the OFWs should be given priority.
04:28 It's time for the government to recognize that they're making a huge sacrifice
04:32 for the family and for the country.
04:34 You'll feel dignified when you enter.
04:38 Because the President's goal is to give dignity to every Filipino.
04:44 He didn't leave anything to his father.
04:46 Mrs. Marcos is the same.
04:48 He's giving us dignity.
04:49 So, this housing, you'll really feel that the President is giving us dignity,
04:55 and he's giving us respect.
04:57 When you're in the city or within the area,
05:00 you have access to the hospital, market, groceries,
05:04 basic needs of a family, schools.
05:07 Instead of putting the houses in a faraway place where the land is cheap,
05:11 the Department of Housing just built
05:15 a place where you can live within the 5-kilometer radius of the urban area.
05:21 Dominic Almelor for Pambansang TV in Bagong, Philippines.
