00:00Finland accuses tanker crew of aggravated criminal mischief after power and internet

00:11A tanker carrying Russian oil is being held off Finland's coast as authorities investigate
00:17damage caused to power and internet cables last week in the Baltic Sea.
00:22Finnish police said Sunday they had discovered a dragging track dozens of kilometres long
00:28on the sea floor, apparently caused by an anchor.
00:31Four cables have been broken.
00:36We were able to get the situation under control and locate the ship in question, bring it
00:43to Finnish waters and begin a criminal proceeding.
00:50Finnish authorities suspect the Cook Islands registered Eagle S is part of Russia's so-called
00:57Shadow Fleet of aging vessels used to evade Western sanctions on its oil exports, imposed
01:04in the wake of Moscow's 2022 full-scale invasion of Ukraine.
01:09The Kremlin has not directly responded to accusations of sabotage.
01:14The damage to the S-Link 2 power cable and three telecom lines is just the latest in
01:20a series of similar incidents in the Baltic Sea.
01:24In November, a Chinese vessel was suspected of severing two fibre-optic data cables in
01:30Swedish waters.
01:32Last year, the Baltic Connector gas pipeline linking Estonia and Finland was damaged.
01:38Ten months later, China said a Hong Kong-registered vessel had caused the damage in a storm, but
01:44Finland was sceptical of the admission.
01:47Estonia is calling for maritime laws to be updated.
01:51It can't be by accident.
01:54These kind of situations are not typical not only for our region, but also for other regions
02:01in the world.
02:02So the technological developments that we have, we think that it is a good idea to look
02:10over also the international law to make these investigations more smoothly.
02:16NATO said Friday it would boost its presence in the Baltic Sea.
02:21The alliance recently staged maritime drills in the region, but responding to apparent
02:26hybrid attacks, such as the targeting of undersea cables, is complex, says analyst Charly Salonius-Pasternak.
02:35If you attribute it or you blame someone, will you kind of intensify the circle and
02:42what are you going to do about it, because you clearly cannot use the same retributionary
02:47tools as it were against Russia and China, at least not yet, I think.
02:52Authorities say it could take until August to repair the damage to the Estlink-2 cable.
