Woman Wounded in Dog Attack; Consequence of Taiwan's Stray Animal Policy?

A woman in Kaohsiung, southern Taiwan, is in intensive care after being chased down a beach and attacked by a pack of stray dogs. Animal welfare organizations in the country say that the government's no-kill policy has caused an increase in the stray population.
