00:00 The government is working hard to clean up the garbage in the waterways
00:05 so that the flood won't happen.
00:07 The so-called "River Rangers".
00:10 But no matter how hard they try, it seems like the garbage won't be gone.
00:15 Ian Cruz has a special report.
00:17 The next heavy rainfall is the flood area, especially in Metro Manila.
00:28 The MMDA has been saying for a long time that the flood is the cause of the garbage.
00:33 So before the rain, the MMDA started cleaning the waterways.
00:41 Aside from the MMDA, the government has another partner to face the garbage problem,
00:49 the "River Rangers".
00:51 They have been working for hours to remove the dirt and smelly smell from the garbage in the waterways.
00:58 But their fight seems to be never ending.
01:02 It's disappointing because no matter how much we clean, there's still garbage.
01:08 The Philippines produces 2.7 million tons of plastic waste each year.
01:16 When it rains, we are literally swimming in our own garbage.
01:23 According to the Department of Environment and Natural Resources, Environmental Management Bureau,
01:30 more than 61,000 tons of garbage is being dumped in the Philippines every day.
01:36 24% of it is plastic, most of it is sachets.
01:42 According to the study of the Global Alliance for Incinerator Alternatives,
01:46 the Philippines uses around 164 million sachets of plastic waste every day.
01:52 It's cheaper if you buy it in bulk, compared to buying in bulk.
01:58 According to the EPR or Extended Producer Responsibility Act of 2022,
02:04 the producer and manufacturer of the products are responsible for collecting their plastic packaging,
02:12 like the sachets.
02:14 They need to register their program in the National Solid Waste Management Commission
02:20 for the reuse and recycle of their plastic packaging waste.
02:25 There are tax incentives for the companies that follow.
02:30 The ones that won't follow are the taxes of 5 million to 20 million pesos.
02:37 According to the DNR, more than 800 large companies have registered
02:43 and promised to reduce their use of plastic and use sustainable packaging.
02:50 But it's not only the government and companies that should take action.
02:55 The problem of plastic waste starts in every house.
03:00 We need to be patient to reduce it, instead of buying it in bulk.
