How to request the Facebook pages_messaging permission

In this video I'm explaining the last required steps to configure a webtool and Facebook application to be possible usage of the permissions pages_manage_metadata and pages_messaging. My tools requires even the configuration in the config.php file. I have written about in the documentation.
