00:00The former health secretary, Francisco Duque III, was in the camera when the government spent money during the outbreak of the pandemic.
00:10That includes the transfer of funds, the expensive testing kits and loans.

00:22The former health secretary, Francisco Duque III, was shocked by some congressmen.
00:36Who decided to transfer the controversial 47.6 billion pesos fund of the Department of Health, or DOH,
00:44to the PSDBM, or Procurement Services of the Department of Budget and Management, in 2020,
00:49to buy COVID-19 supplies without a BOA, or Memorandum of Agreement.
00:54This was authorized by President, former President Duterte, correct?
01:00The transfer was precisely effected and approved by the IATF-NTF and endorsed to the president.
01:14The question is, did you unilaterally decide to transfer 47.6 billion to PSDBM?
01:23No, is the answer. I'm just complying with the rule of the PSDBM.
01:31Duque was dependent on supplies like PPE, or personal protective equipment.
01:37They relied on the expertise of the DBM and its network of suppliers in finding PPE that the healthcare workers need.
01:44That's why Duque insisted that the transfer of funds from DOH to DBM is legal and necessary.
01:50I would like to reiterate that it is within my authority to effect the transfer because of the public health emergency.
02:01The controversial fund is the MECHA.
02:03That's why the ombudsman ordered to file a complaint against Duque and the former budget undersecretary Christopher Lau
02:10because the transfer of funds is illegal.
02:12Duque is now appealing that.
02:14Duque was also fired by his former health secretary, Iloilo Rep. Janet Garin,
02:19for the overpriced testing kits during the first outbreak of the pandemic,
02:23which reached a price of Php8,150 per test kit.
02:29We have the most expensive testing, which is Php8,150 per test, compared to Php2,000 in neighboring countries.
02:36It was really difficult. Everybody was scrambling for supplies.
02:42And the whole world suffered from the global supply chain shortage.
02:50And so this affected even formulation of testing fees.
02:57You would see the downward trajectory of the testing cost.
03:02As soon as supplies became more available and prices began to stabilize.
03:11The Duterte Administration also came out in the hearing that the pandemic had already borrowed six times
03:16for the COVID response, which reached Php129 billion.
03:20But the DOH said that they have been repaid.
03:23The Duterte Administration now ordered the DOH to list where the funds were used.
03:28We are still trying to get the money of the former president through the former Executive Secretary Salvador Medialdea.
03:34The Duterte Administration also denied the PhilHealth that has excess or unused funds of Php89.9 billion
03:41from 2021 to 2023, which they denied.
03:45But they said that the members could have benefited from it.
03:49Under the law, there are two courses of action of PhilHealth, right?
03:54Yes, ma'am.
03:55The first is, you can expand the benefits, right?
