00:00People's Housing Savings Policy, or TAPERA, is about entrepreneurs and hikers.
00:09The Association of Indonesian Entrepreneurs, APINDO,
00:12and the Confederation of Indonesian Hikers, KSBI,
00:15rejected TAPERA because of its high value
00:19compared to other housing programs created by the government.
00:24On Friday, June 6, 2024,
00:27the Confederation of Indonesian Hikers, or KSPI, and the Hikers' Party
00:32demonstrated their refusal to withdraw TAPERA
00:34in the area of Patung Kuda Arjuna, Central Jakarta.
00:38The President of the Hikers' Party and KSPI, Said Iqbal,
00:41said the government must first determine the type of TAPERA program,
00:46including social insurance, social savings, or social assistance.
00:52Said said the government called TAPERA savings.
00:56It should be voluntary, not forced.
01:00Therefore, he assessed that there should be no subsidy for the use of funds between participants,
01:06such as social savings in the old-age insurance program, or JHT,
01:10and the social insurance subsidy, or BPJS, to employees.
01:16According to Said, subsidy between participants is only allowed
01:19if the program is a social insurance that is a social insurance, not a social savings.
01:27For example, a health insurance program that is a social insurance
01:30is allowed to use subsidy funds between participants of the BPJS.
01:35TAPERA's new regulation is based on Government Rule No. 21 of 2024
01:41on changes to PP No. 25 of 2020 on TAPERA subsidies.
01:47Based on the regulations adopted by President Joko Widodo on May 20,
01:51TAPERA is allocated to all employees with a 3% subsidy from the income.
01:57The portion is 2.5% of the employees and 0.5% of the rest is paid by the employer.
02:05Subsidies are planned to be applied starting in 2027.
02:10This policy makes the Minister of Public Works and Housing, or PUPR,
02:14as well as the Chairman of the BP TAPERA Committee, Basuki Hadimulyono,
02:18stated that he had a discussion with Minister of Finance Sri Mulyani Indarwati
02:23regarding the postponement of TAPERA implementation.
02:27Basuki insisted that the government will not be in a hurry
02:30to implement the social insurance program if it is considered not ready.
02:36Basuki also stressed that the implementation of TAPERA subsidies is not urgent and can be postponed.
02:41He dismissed the assumption that the government is passive in meeting the needs of the people's households.
02:47Basuki explained that the government has provided flower selection subsidies
02:51through the Household Financing Liquidity Facility Program, or FLPP,
02:56which has been running quite well.
