00:00I go everywhere, and for the first time, I say this to them with utmost humility,
00:07but with the pleasure and kindness of God, with utmost confidence,
00:14that I have come to your country not to take loans, but to invest.
00:20And we have made full preparations for all the requirements for that.
00:26In the future, our relationship with you will grow on the basis of investment,
00:31on the basis of trade, on the basis of commerce.
00:35And in this way, I believe that Pakistan will gradually get rid of loans.
00:43This is difficult and not impossible.
00:46There are such examples in the world,
00:50where those countries only extended their hand to the IMF once,
00:57and after that, they did not go to the IMF again for the rest of their lives.
01:01We have gone to the IMF 24-25 times.
01:04Today, I am making a promise to you,
01:07that God-willing, if we strictly follow our programme,
01:13and if we fully commit to the targets that we have set,
01:19then God-willing, just as Mian Muhammad Nawaz Sharif said good things about the IMF in 2017,
01:27God-willing, this programme that we are going to take,
01:31will probably be the last programme of the IMF in the history of Pakistan.
01:36After that, God-willing, we will stand on our feet,
01:40and God-willing, we will leave our neighbouring countries behind in the race for progress.
01:46This is not an emotional thing.
01:50I am not saying this to impress the public.
01:55First of all, I am addressing myself.
01:58Then, I am appealing to my elders, brothers and sisters,
02:02to come and join us in this race,
02:05and leave those countries behind,
02:08which were behind us but moved forward.
02:12I think this is proven by the history.
02:18Look at the history.
02:20Germany and Japan, after the Second World War,
02:25were destroyed.
02:27They were razed to the ground.
02:29But they turned their defeat into hard work.
02:33And today, they are talking to Syria again.
02:37I think this example is enough for Pakistan.
02:41And more than that,
02:43our religion, our Holy Qur'an,
02:45the example of the Holy Prophet, peace be upon him,
02:49this is what we are taught.
02:52Work hard, work hard, work hard,
02:54do justice,
02:56and make the nation happy.
02:59My elders, brothers and sisters,
03:01that time has come.
03:03And God-willing,
03:05we will train 300,000 young Pakistani brothers and sisters
03:14in information technology every year.
03:19And we will make them talented.
03:22And then they will get a chance to stand on their own two feet.
03:26Every year, 300,000 young boys and girls.
03:30Similarly,
03:32in this country,
03:34we will spread information technology
03:36throughout Pakistan.
03:38So that this new knowledge,
03:41through which the world is now on the path of progress,
03:45can be quickly spread
03:47and Pakistan can be a part of that era.
03:52For that,
03:54I would like to talk to you about
03:58a few very important decisions.
04:01I would like to tell you that
04:05to make the industry, exports,
04:10and industrial and agricultural products
04:14cheaper,
04:16and to make our export-based industry,
04:22to make its products competitive in international markets,
04:27that is, to reduce their production costs,
04:33we have worked very hard
04:36to reduce the cost of electricity for them.
04:41And this is a historic step.
04:44Almost 10.5 rupees
04:48per unit of electricity
04:52for all sectors of the country,
04:55whether it is for local consumption
04:59or for exports,
05:0210.5 rupees per unit of electricity
05:06has been announced to reduce the cost of electricity.
05:10This is a quantum leap.
05:13And with this,
05:15the burden of 200 billion rupees
05:18will be reduced on these industries.
05:23And in international markets,
05:25I am sure that our exports
05:29will be sold.
05:32And another proof of this budget being good
05:37is that our stock exchange,
05:40after the announcement of its budget,
05:44reached 76,000 points on one occasion,
05:49which was the biggest point in the history of Pakistan.
05:57This means that the businessmen,
06:00the trade groups,
06:03all of them have given an endorsement on this budget.
06:08And in some areas where tax had never been imposed,
06:17and where there was corruption,
06:20and where billions of rupees were invested in real estate,
06:26where there was no employment,
06:29where there was no business,
06:32just sitting in the future,
06:36billions of rupees of profits are being earned.
