00:00We have to protect those in rented accommodation. They're paying very high rents a lot of the time
00:04and the conditions aren't what they should be and that's why we've set out our package of measures
00:09this morning, including measures to limit the amount that landlords can
00:13sort of get people to compete against each other to put the rent up and up and up
00:17and the money that people have to put down by way of a deposit in the first place.
00:20But it is important that that's alongside the house building we need. One and a half million
00:25houses because more houses mean less pressure on the rented market. That will require tough
00:31decisions on planning. This housing block here that's being put up, 650 houses, took 15 years
00:38between the plans and getting the first spade in the ground and that's why we'll take the
00:42tough decisions to make sure that projects like this get off the ground so much more quickly.
00:46Now we will make sure that landlords, they go in this bidding war where people have to submit
00:51higher and higher rents and we'll make sure that the conditions, very many people, too many people
00:57living in mouldy accommodation which had a massive impact on their health, will take action to deal
01:02with that. In the budget the government set out clearly its plan that was costed in relation to
01:08stamp duty and we will hold to that because it's fully costed. In this election campaign they are
01:16desperately putting unfunded bids on the table day after day after day. What they're saying on
01:21stamp duty is another example of that. I'm not going to follow the government down the road of
01:26unfunded commitments because when you lose control of the economy it's working people that pay the price.
