03:07but also that wants to industrialize these economies, because most of the wealth today is exported as raw materials,
03:18and that the continent imports most of its needs, even in food, while it is a continent that has the potential to cover all of its needs.

04:08To start, can you tell us about this FIAT 2024, which more and more affirms its African anchoring with the term chosen this year,
04:18Here, we invest. What inspires you this platform dedicated to strengthening business and intra-African cooperation?
04:28First of all, I would like to thank the Tijali Wafa Bank group for the invitation to organize this large investment market forum in Casablanca.
04:43It is a real pleasure for us to be able to share this moment with our Moroccan brothers and friends, but also with our African brothers and friends.
04:52Today, as you know, we are in a Pan-Africanist approach, as seen by the election of Mr. Bakari Segah Batili.
05:00We, at Nouveau du Senegal, we promote Pan-Africanism in our relations with our African brothers and friends.
05:08And Morocco today is a privileged partner.
05:11As you know, Morocco, beyond economic partnerships, has a long history of traditional partnerships with Senegal, which is multidimensional.
05:20And today, our presence here gives us the opportunity to present to Moroccan investors, but also to African investors, the opportunities for investment in Senegal.
05:30So, this market is a sub-regional integration market, and it strengthens us in the idea that Pan-Africanism today is an opportunity,
05:39through these tools and these devices, including the Azelekaf, which allow today a better integration of our economies.
05:47And it is through this path that we intend to develop Africa today. Indeed, we confirm that here in Africa we invest.
05:54So, you are talking about a regional integration market.
05:59Senegal is currently experiencing a real economic boom in this market.
06:05It will experience an estimated growth of more than 10% in 2025, according to FMI projections in this context.
06:13How is the flow of investments in the Teranga country evolving?
06:22As you know, today, in terms of investment flows, already on the international level, we have been able to note a 2% decline in ideas at the international level and a 3% decline in Africa.
06:35But despite everything, Senegal maintains its ideal level of investment at $2.7 billion.
06:47This constitutes an opportunity for investors to show the resilience of the Senegalese economy.
06:54Today, Senegal, as you have surely followed, has entered the restricted circle of oil and gas-producing countries.
07:02This gives an opportunity, but on which we do not intend to base ourselves only to develop Senegal.
07:07Senegal has a great ambition to become a logistics platform for West Africa,
07:12by implementing structuring infrastructures today in terms of logistics,
07:17but also by developing development poles, by developing areas to accommodate large Senegalese industries.
07:25Senegal relies on its agriculture, on its primary sector, agriculture, livestock and fishing, which give a lot of opportunities.
07:33With 700 km of coastline, today we have access, a privileged access to the sea and the blue economy in its entirety.
07:42Senegal, today, which had to test and this test was conclusive to the introduction of wheat,
07:49gives opportunities. We are producing 800,000 tons of wheat at the moment,
07:54but with a clear progression, this gives us a considerable margin to enter the restricted circle of wheat producers
08:02and to be able to provide the African market with this.
08:07Rice also, we are about 1.5 million paddy rice, but the missing chain for Senegal constitutes the transformation.
08:16Today, we intend to give opportunities to investors here to show them the opportunities
08:25and by saying that Senegal is a land of investment, a land of welcome for the transformation industries,
08:31as Morocco was today, and it gives the opportunity for us and for investors to be able to invest in Senegal.
08:39This opportunity is based on the partnership, because there is a Senegalese private sector that is very strong,
08:44which is ambitious and we are looking for partners to be able to support us in our way of development.
08:49Okay, so before talking about these partners and these partnerships, you have just spoken about it,
08:55you have declined the assets of Senegal in this context of regional market.
09:01What are the other assets of Senegal, but also the obstacles to the growth of IDE?
09:09First, I think that one of the opportunities is to have a president who has a clear and defined vision.
09:18This vision allows us, institutions such as the PIX, which is the Agency for Investment Promotion,
09:23to implement these strategies today, which allow us to facilitate access or to raise the constraints.
09:31Today, we are working on a global strategy that allows us today to raise the constraints on investment.
09:36Among these constraints, we have been able to promote access to funding, access to financing,
09:40and especially the development of infrastructures that allow industries to settle.
09:45Among the challenges today is the structuring of our economy on the basis of industrialization,
09:52and this structuring is an industrial policy.
09:55Yesterday, the President of the Republic declined this strategy and this vision at the Council of Ministers,
10:01by instructing the Minister of Commerce and Economy to define the new industrial policy of Senegal.
10:06In addition, at the level of the PIX, we are committed today to develop areas dedicated to industries,
10:14whether it is the artisanal industry, the industry of the transformation of agricultural products,
10:20but also to welcome today the decline of the exploitation of oil and gas.
10:26Senegal is also a country that produces mines.
10:30Today, we export 400 billion francs CFA in raw materials of gold,
10:39and today we want to set up refinery industries, which is a considerable asset for Senegal.
10:45But beyond this aspect, our big challenge is sub-regional integration.
10:51The Senegalese market is not enough.
10:53We must have a vision of sub-regional integration of 360 million consumers.
10:58This is the approach that we have come to sell today in Morocco,
11:02on the occasion of this investment market.
11:05Okay, so with this ambition and this vision of integration of the sub-regional market,
11:12FIAD obviously presents itself as a platform and an opportunity for a large-scale networking,
11:20what attracts the most, in your opinion, the Moroccans to Senegal?
11:25And what are the prospects in this area of economic cooperation with Morocco?
11:35I think there is a privileged relationship between the Moroccan and the Senegalese.
11:40I think it is something very well known, and we are also proud of it.
11:44Today, Senegal is the first destination country for Morocco's exports.
11:50The first partner of Morocco in sub-Saharan Africa is Senegal.
11:54Today, Senegal benefits from 6% of Morocco's IDEs, which is very considerable.
12:00Today, on the occasion of this investment market,
12:03we have been able to foster firm investment intentions of large Moroccan investors
12:10who are in the Moroccan Patronat.
12:12And we are happy because if we had not come here,
12:15we would not have been able to raise these points of blockade that constitute their investment intentions.
12:21And today, we are very happy to see that large Moroccan employers are more interested in Senegal
12:28and the opportunities for investment, whether in mining, but also in other sectors, including tourism.
12:34Today, Senegal expects to increase its capacity for tourism.
12:39And we are ready to welcome Moroccan investors at this level,
12:42who will find in Senegal a welcoming land,
12:45they will find their brothers and sisters Senegalese,
12:48and they will always be welcome,
12:50and this is already a positive point in our bilateral relations.
