00:00In the midst of rising inflation rate,
00:02tuition hike of some private schools in the country is long overdue.
00:06Let's discuss this with the legal counsel of the Coordinating Council of Private Educational Associations, Inc.
00:12or COCOPEA,
00:13Atty. Christine Carmina Manaog.
00:15Good morning and welcome to Balitang Hali.
00:19Good morning, Sen. Rafi.
00:20What is the basis of the 3% to 12% increase in the tuition of some private schools
00:26from basic to higher education?
00:30The tuition fee increase applied by our private schools,
00:33of course, it is considered the general operating or overhead costs of our schools.
00:40So, the cost of running our schools.
00:45Plus, of course, it is also considered the other items that need to be improved by the school
00:50or maybe the investment items of the school
00:54such as teacher training, student services,
00:57especially now, our attention to student mental welfare and mental health is becoming prevalent.
01:07So, those are among the items that our schools are focusing on
01:12and our schools are really investing resources on those services.
01:17Is it true that before the pandemic, the last rise in tuition,
01:21does it have a big effect?
01:23Are there people who are losing money in private schools?
01:27There are some schools that last rose during the pre-pandemic.
01:33But during the pandemic,
01:35there were only a few schools that applied for tuition fee increase.
01:44Why? Because, of course, we also remember our students and parents at that time.
01:49So, the applications for tuition fee increase were held at that time.
01:54So, now, our financial conditions have been adjusted.
02:02Our schools are starting to apply for tuition fee increase.
02:08And for this incoming school year,
02:10there are a few private schools that really applied.
02:14The increase will go to the salaries of teachers, employees, and school operations.
02:20How will it affect the quality of education and learning of students,
02:24especially those who are new to the system?
02:26Will it be enough?
02:28Yes, you're right.
02:3170% or more of the tuition fee increase
02:34is really applied to teachers and employee salaries.
02:40Now, the remaining portion of the tuition fee increase
02:44is used for facilities improvement, services improvement.
02:49Again, for teacher training,
02:51because teacher training is one of the main items for investment.
02:58So, our private schools are using funds
03:02to up-to-date our teachers.
03:05And, of course, their career development as well.
03:09Possibly, how will this affect your enrollment?
03:11Based on your past experience,
03:14when the number of private institutions increased,
03:16there are people who are now moving to public schools.
03:20Yes, you're right.
03:22We are mindful that this is the possible effect of the tuition fee increase.
03:27That's why we don't just apply for tuition fee increase.
03:33This is done through careful study before our private schools apply.
03:39In fact, our private schools are having consultations
03:44with our student leaders, our faculty.
03:48There are stakeholder consultations
03:50before submitting an application for tuition fee increase.
03:54Because we also want to know
03:55what our students, parents, and teachers feel
04:00before implementing this increase.
04:04Because we also know
04:06the effect of this increase on our families,
04:12on our students and parents.
04:14Okay, let's wait for the update.
04:17But, Ma'am, I have a question.
04:19I understand that you submitted five suggestions
04:22for the next Deputy Secretary.
04:24What qualifications should the next Education Secretary have?
04:27What are you looking for?
04:29First of all, someone who has educational expertise
04:34and someone who can really address the learning crisis of our country.
04:39Because we know that this is one of the challenges
04:44of our education sector.
04:46Not just private, but the entire Philippine education system.
04:50This is one thing that we need to address immediately.
04:54And of course, someone who can really manage
04:58the problems of our education system.
05:02And hopefully, someone who will also be collaborative
05:06or who can collaborate effectively with our other educational agencies
05:11like CHED and TESDA.
05:12Because we recognize that it's not just DepEd
05:17that needs to work to address our education or learning crisis.
05:22DepEd, CHED, and TESDA need to help
05:26to address our learning crisis.
05:29Okay. Thank you very much for your time in Balitang Hali.
05:33Thank you very much, Rafi.
05:35I am Legal Counsel Atty. Christine Carmina Manao.
