17:32Dr. Bakarissam, you said that this crisis between Benin and Niger was taking a dangerous turn,
17:43threatening the fragile regional balance.
17:47But recently, an initiative of mediation was carried out by two former presidents of Benin,
17:55Yair Iboni and Nicephore Soglo.
18:00Do you think that this initiative will really have a chance of succeeding?
18:06Yes, I believe so.
18:08Because in this crisis, if two former presidents of Benin have proposed their mediation,
18:14it is to try to calm the tension.
18:16These are President Soglo and President Yair Iboni,
18:19who have decided to go and meet the Nigerian military authorities in Niamé.
18:23And I believe that they arrived in Niamé at the end of the afternoon of June 24.

19:44They came to the conclusion that a mediation must be deployed
19:47to rectify the relations between Nigeria and Benin.

19:57Nigeria has accepted the principle of setting up a tripartite commission

20:03with relations guaranteeing common security between the two countries.
20:08And Benin is Nigeria's natural port.

20:15but also for the stability of the region.
20:17And I believe that, in the afternoon of Monday,

20:32that is, listening to both parties to achieve peace,
20:35a normalization of relations between the two brotherly countries.

20:50Do you think that this would be an alternative,
20:53especially at a time when the dynamic of regional integration
20:57seems to be affected in particular by the perceptible divergences
21:01between the alliance of the states of the Sahel and the CDIO?
21:06Absolutely. When we look at the current situation,
21:09with risks, as never before, of separation between African countries,
21:15but also the CDIO, which has a hard time gathering today
21:19the creation of the alliance of the states of the Sahel,
21:23I believe that these types of initiatives are missing today in the region,
21:27where personalities take the pilgrim's boat to bring peace.
21:31And I believe that today it is crucial to safeguard the regional organization
21:36to carry out these types of mediation, but it will require strong leadership,
21:40as we have seen from the former presidents.
21:43And I believe that more and more we have to go towards these mediations,
21:46because open crises have never worked.
21:48We saw it during the resolution of the Malian crisis by the CDIO,
21:52but also what happened in Niger.
21:54I believe that mediation is really useful today
21:57to ensure that the region is protected from an explosion,
22:00at least from the destruction of everything we have built
22:03in terms of integration in the last 50 years.
