00:00Some groups of farmers petitioned to repeal the order of President Bongbong Marcos to lower the tariff on rice.

00:08Mark Salazar witnessed it.

00:13The Supreme Court of the groups of farmers brought their opposition to Executive Order 62 of President Bongbong Marcos.

00:22It was ordered to lower the tariff on imported rice by 15% from 35% in the hope of lowering the price of rice.

00:31This is a violation of Constitutional Provision protecting our farmers against unfair competition

00:38because if imported products go bad, our farmers will really die.

00:44They asked the court to repeal the Executive Order that it did not consult them.

00:51The Senate Committee on Agriculture also agreed to it.

00:56The tariff commission's public hearings did not include in the transcript

01:01the recommendation to lower the tariff on imported rice.

01:05It did not come out in March.

01:07The opposition said it in September.

01:12Where did the 15% come from?

01:14The petitioner is the EDG.

01:26A senator said that the tariff on imported rice should be lowered when there is no or low rice instead of the whole year until 2028.

01:35It's variable. It's not fixed.

01:3715% for four years, Madam Chair.

01:40Every four months, there will be a review.

01:42We have Section 1608 of the CMTA that can be petitioned to modify the tariff

01:50because 2024 to 2028 is not the right time.

01:56The Department of Agriculture is concerned about the effect of stopping the EO62 if given.

02:04It will cause delay in the importation of our private importers.

02:10Even if the Supreme Court has not issued a decision against the EO62,

02:15it will have a negative effect on the decision of the importers and on the inventory of rice.

02:22The National Economic Development Authority, or NEDA, said that it is a respondent to the petition.

02:27They will wait for the harvesters even though they are still waiting for a copy of their petition.

02:33But they respect the legal process and will respond to the petition through the Solicitor General.
