00:00Well, I'm sure my fellow leaders are tired of hearing from all of us, but we had an important
00:08thing to do today.
00:09It's a way to close this conference.
00:11Good afternoon, everyone.
00:12When Putin launched his brutal war over two years ago, I promised President Zelensky the
00:19United States and our allies and our partners would stand with him for the people in Ukraine
00:25as they defended their country.
00:27Since then, all of you, all my fellow leaders, have built a global coalition to support Ukraine,
00:33supplied economic and humanitarian support, supplied weapons that Ukraine needs to defend
00:39itself.
00:40And two days ago, I announced a historic donation of air defense equipment to protect Ukrainian
00:45cities, troops, and from Russian missiles.
00:48And here today, with all these important people behind me, we take another important step
00:53in our collective support for Ukraine.
00:56We refer to it as the Ukraine Compact.
00:58And here's how it works.
01:01Last year, the G7 nations signed into a declaration – signed onto a declaration to protect Ukraine
01:07long term, not just for the duration of this war, but beyond after they win.
01:13Twenty-five additional countries quickly joined them and pledged to negotiate and sign a bilateral
01:20security agreement with Ukraine.
01:22Now, one year later, more than 20 countries plus the European Union have completed and
01:29signed these agreements, and more countries are finalizing theirs as we speak.
01:35This compact brings all those countries together in a unified, coordinated, and comprehensive
01:41architecture to support Ukraine, not just for now, but for years in the future.
01:47In the short term, we'll continue to supply Ukraine with the weapons, munitions, and training
01:52they need to repel Russian forces.
01:55In the medium term, we'll help build a future force that has the strength and the capabilities
02:01both to defend Ukraine and deter further aggression.
02:05In the long term, after this war is over, if Putin ever tries it again, all the countries
02:12that endorsed the compact have pledged to have Ukraine's back, just like we have it
02:17now.
02:18You heard me say it before.
02:20We're building a bridge to NATO for Ukraine, a pathway leading to an eventual membership
02:27as they continue to implement important domestic reforms.
02:30This compact, which is on the stage here, is a central piece of that bridge.
02:35What happens to Ukraine matters, matters to all of Europe, it matters to NATO.
02:40Quite frankly, it matters to the whole world.
02:43We're united against Putin's senseless and brutal war.
02:47We are united behind Ukraine as it fights to defend its freedom and its future.
02:53We're united behind a vision of a world where free countries like Ukraine do not have to
02:58fear aggression from a brutal tyrant next door.
03:01I want to commend the Ukrainian Armed Forces, as their Defense Secretary and leaders are
03:06here as well, and the Ukrainian people.
03:09You're incredible.
03:10And through all of your country, you're incredible, the courage, the determination, the sacrifices
03:16they've made.
03:17And I commend all the nations that stepped up when it counted to stand with Ukraine.
03:22I've said before, Russia will not prevail in this war.
03:28Ukraine will prevail in this war, and we'll stand with them every single step of the way.
03:33That's what the compact says, loudly and clearly.
03:37And now I want to hand it over to the President of Ukraine, who has as much courage as he
03:42has determination.
03:43Ladies and gentlemen, President Putin.
03:44President Putin.
03:45You can beat President Putin.
03:46President Zelensky.
03:47I'm so focused on beating Putin, we've got to worry about it.
03:48Anyway, Mr. President.
