00:00When you raise your electricity bill, you are paying more than the electricity bill.
00:08Now, what is the name of this capacity payment?
00:11In 1994, a law was passed on our heads in the name of capacity payment.
00:16The name of that law is that independent power plants were given permission to produce.
00:23First, IPPs were started in 1997.
00:26This was the first time in the power sector that any other non-governmental direct investment
00:33which had a guarantee of heavy profits was used as an example.
00:37There was a lot of criticism.
00:39So much so that in 2002, there was a lot of talk about reforms in power policy.
00:47Unfortunately, in 1994, the important features of the policy were left unchanged.
00:54The dollar was paid and the capacity charges were in such favorable conditions
00:59due to which there was a lot of investment in the power sector.
01:03From 2004 to 2005, electricity surplus was created.
01:08That is, more than what we needed, electricity began to be produced in Pakistan.
01:14In 1998, the matter of transmission was handed over from WAPDA to NTDC.
01:22And in the beginning of 2000, the distribution was handed over to 8 discos
01:28which are now being called problematic and privatized.
01:33Power generation policy 2015 and transmission line policy 2015 came under Nafiz-ul-Amal
01:40and is still there.
01:42And WAPDA was only limited to Abizakhair.
01:45If we look at the agreements with the IPPs,
01:50the agreements were so bad that at that time the capacity payments were almost non-existent.
01:56But at this time, the capacity payments are like a ghost hovering over the head of an ordinary citizen.
02:01If we compare this time with the past, then you will understand something.
02:06Because according to the Ministry of Energy,
02:08according to their own documents,
02:10within 10 years, from 2013 to 2024,
02:13the IPPs have been paid Rs 8,344 billion in capacity payments.
02:20Only capacity payments.
02:22And in comparison, the total energy payment is Rs 9,342 billion.
02:29That is, the capacity payment and electricity payment are almost the same.
02:34In 2013, the capacity payment to the independent power plants was only Rs 185 billion.
02:45And at that time, the electricity payment was around Rs 660 billion.
02:54That is, we paid Rs 663 billion for electricity.
02:58Now let's move forward.
03:00This has increased in the number of thousands.
03:02At this time, the electricity payment we are doing is Rs 961 billion.
03:07But the capacity payment we are doing is Rs 2010 billion.
03:14This means that in some time, we used to pay six times the electricity payment and one time the capacity payment.
03:22And at this time, we are paying more than double the capacity payment.
03:26And the price of electricity is far behind.
03:30The capacity payment has reached up to Rs 2,000.
03:32In this sense, no matter how much solar energy you buy in Pakistan,
03:37the government has put this capacity on someone's head.
03:41And unfortunately, it is you and me.
03:43That is why the price of electricity is increasing.
03:49And this will continue until these matters are resolved.
03:52And when will these matters be resolved?
03:54Just imagine that the agreements that were signed in 1994 will remain on our heads for the next 12 years.
04:08So be careful.
04:10And they say, keep your seatbelts fastened.
04:13Because this capacity payment will continue for the next 12 years.
04:16Until and unless the government does not renegotiate it.
04:20And the only way to avoid the capacity payment is renegotiation.

04:26With this prayer, instead of imposing taxes on us, the government should go towards renegotiations.
04:32Go towards reducing the capacity payment.
04:34Or at least stabilize the value of rupees compared to dollars.
04:39So that in rupees, because we have promised in dollars, the payment is increasing in rupees.
04:45This can be reduced.
