01:04Since 2019, the BI has arrested 14 Banyagang with pecking birth certificates
01:09and other important documents such as passports.
01:12There are a lot who just want to live here permanently
01:17but I guess they're working in shortcuts in getting their citizenship.
01:22For the Bureau of Immigration and the National Bureau of Investigation or NBI,
01:25this is a clear threat to national security.
01:28After the NBI discovered the 200 birth certificates
01:32that were initiated by the local civil registry of Santa Cruz, Davao del Sur,
01:36most of the pecking birth certificates were obtained by the Chinese.
01:40If a foreign national has a Philippine birth certificate,
01:43she's considered Filipino, so she might be lost in the BI's radar.
01:48According to the Philippine Statistics Authority,
01:50local government units are the ones who hold or have jurisdiction
01:53and are in charge of the local civil registries
01:56where they apply to obtain birth certificates.
01:59Even so, they are already helping in the investigation.
02:02In the fact-finding investigation, we went to the barangays
02:08where the birth certificates were declared.
02:14When we determined that we have the sufficient evidence
02:19to file a case,
02:22then that's the time that we will endorse it to the Office of the Solicitor General
02:26for the filing of the petition of cancellation of birth certificate.
02:30Some congressmen wanted the camera to investigate the incident.
02:34Senate Minority Leader Coco Pimentel said
02:37the law should be strengthened prior to the late registration.
