00:00The State of Emergency in Batangas is still in effect. We will talk to Vice Governor Mark Leviste on the line. Good morning, Vice Governor.
00:09Good morning, Joshua and to our listeners.
00:14Vice Governor, how is our situation in Batangas and why do we need to declare a State of Emergency?
00:21As you mentioned, we are still under the Orange Alert.
00:30And the Panaloigan government has already declared a State of Emergency by virtue of the authority granted by the existing laws.
00:41This was decided by Governor Hermilando Maldonado and also by the Panaloigan government.
00:52According to the recommendation of the Provincial Disaster Risk Reduction Management Council, led by Ms. Amor Calayan.
01:04We have already reached, in fact surpassed the 15 percent threshold based on our general population of affected areas and persons.
01:20This was the basis of our decision to place the province of Batangas under State of Emergency.
01:33This way, there is a call for immediate action and response, most especially in affected areas around the province.
01:44Vice Governor, what are the affected areas and how severe are the floods here?
01:50There are many affected areas, but there are also areas where their roads are unpassable,
02:03such as Lemery, Agoncillo, San Luis, Rosario, Laurel and Calaca.
02:10Almost the entire province has experienced power interruption.
02:15At the moment, Ms. Amor Calayan and her team of PDRRMO will visit local government units and evacuation centers.
02:29At the moment, we will go to Cebu and continue to Lian and other parts of Canluran and other parts of the province,
02:39as well as to the surrounding towns.
02:45Vice Governor, the areas you mentioned, have the residents been evacuated and if so, how are they doing in the evacuation centers?
02:54Yes, many have been evacuated.
03:02We have more than 180 families who have been evacuated,
03:09which is equivalent to more than 700 individuals in various evacuation centers around the province.
03:17I myself went to Luzon, Tanawang last night.
03:22Many individuals and families have left their homes,
03:30especially those who live on the coast and on low-lying areas.
03:37Vice Governor, how is the disaster response of the province?
03:41Do we need anything from the national government?
03:44The PDRRMO, headed by Ms. Amor Calayan and of course Governor Doug Montanez, is on top of the situation.
03:53We are on the way to evaluate, monitor and inspect.
04:01We will also consult with the local authorities to help our local authorities for augmentation.
04:11They are the first responders and we are ready to assist them in their needs to the best of our ability.
04:20All right. If possible, do we need help from the government, the national government?
04:28Yes. We are cooperating with regional and national government agencies.
04:35But we are still consolidating the updates from the city and municipal disaster risk reduction management offices
04:47to complete our reports to the national government agencies.
04:55Today, the Assembly of the Philippines will convene for a special or emergency session
05:02to act in aid of legislation on the declaration of state of emergency in the province of Batangas.
