01:15Mr. Speaker, I want to thank you for giving me the profound honor of addressing this great
01:23citadel of democracy for the fourth time.
01:37We meet today at a crossroads of history.
01:42Our world is in upheaval.
01:44In the Middle East, Iran's axis of terror confronts America, Israel, and our Arab friends.
01:53This is not a clash of civilizations.
01:57It's a clash between barbarism and civilization.
02:00It's a clash between those who glorify death and those who sanctify life.
02:22For the forces of civilization to triumph, America and Israel must stand together.
02:30Because when we stand together, something very simple happens.
02:54We win, they lose.
03:01And my friends, I came to assure you today of one thing.
03:12We will win.
03:31Ladies and gentlemen, like December 7th, 1941, and September 11th, 2001,
03:41October 7th is a day that will forever live in infamy.
03:47It was the Jewish holiday of Simchat Torah.
03:50It began as a perfect day, not a cloud in the sky.
03:53Thousands of young Israelis were celebrating at an outdoor music festival.
04:00And suddenly, at 6.29am, as children were still sleeping soundly in their beds in the towns in Kibbutzim next to Gaza,
04:11suddenly heaven turned into hell.
04:15Three thousand Hamas terrorists stormed into Israel.
04:19They butchered 1,200 people from 41 countries, including 39 Americans.
04:28Proportionately, compared to our population size, that's like 29 elevens in one day.
04:38And these monsters, they raped women, they beheaded men, they burnt babies alive.
04:48They killed parents in front of their children, and children in front of their parents.
04:56They dragged 255 people, both living and dead, into the dark dungeons of Gaza.
05:05Israel has already brought home 135 of these hostages, including seven who were freed in daring rescue operations.
05:18One of those freed hostages, Noor Gamani, is here in the gallery, sitting near my wife Sarah.
05:38On the morning of October 7th,
06:08the entire world saw Noah's look of desperation as she was violently abducted to Gaza on the back of a motorcycle.
06:18I met Noah's mother, Leora, a few months ago.
06:23She was dying of cancer.
06:26She said to me,
06:29Prime Minister, I have one final wish.
06:34I wish to hug my daughter Noah one last time before I die.
06:41Two months ago, I authorized a breathtaking commando rescue operation.
06:48Our special forces, including a heroic officer named Arnon Zmora, who fell in this battle, rescued Noah and three other hostages.
06:58I think it's one of the most moving things.
07:21When Noah was reunited with her mother, Leora, and her mother's last wish came true.
07:29Noah, we're so thrilled to have you with us today. Thank you.
07:50Many hostage families are also here with us today, including Eliyahu Bibas.
07:58Eliyahu Bibas is the grandfather of those two beautiful red-headed boys, the Bibas boys, toddlers.
08:10And they were taken hostage with their mother and Noah's, sorry, and Eliyahu's son.
08:18The entire family was taken hostage.
08:21Two beautiful red-haired children taken hostage.
08:25What monsters.
08:27And with us also is Iris Chaim, whose son, Yotam, bravely escaped Hamas captivity with two other Israelis.
08:37And tragically, they were killed, making their way back to our lines.
08:42We have with us also the families of American hostages.
08:46They're here.
09:06The pain these families have endured is beyond words.
09:12I met with them again yesterday.
09:15And I promised them this.
09:17I will not rest until all their loved ones are home. All of them.
09:22As we speak, we're actively engaged in intensive efforts to secure their release, and I'm confident that these efforts can succeed.
09:50Some of them are taking place right now.
09:59I want to thank President Biden for his tireless efforts on behalf of the hostages, and for his efforts to the hostage families as well.
10:21I thank President Biden for his heartfelt support for Israel.
10:25After the savage attack on October 7th, he rightly called Hamas sheer evil.
10:32He dispatched two aircraft carriers to the Middle East to deter a wider war.
10:37And he came to Israel to stand with us during our darkest hour, a visit that will never be forgotten.
10:50President Biden and I have known each other for over 40 years.
11:00I want to thank him for half a century of friendship to Israel, and for being, as he says, a proud Zionist.
11:08Actually, he says, a proud Irish-American Zionist.
11:10My friends, for more than nine months, Israel's soldiers have shown boundless courage.
11:23With us today is Lieutenant Avichai Elruven.
11:53Avichai Elruven is an officer in the Israeli paratroopers.
11:58His family immigrated to Israel from Ethiopia.
12:02In the early hours of October 7th, Avichai Elruven heard the news of Hamas' bloody rampage.
12:09He put on his uniform, grabbed his rifle, but he didn't have a car.
12:16So he ran eight miles to the front lines of Gaza to defend his people.
12:23You hear that right?
12:43He ran eight miles, came to the front lines, killed many terrorists, and saved many, many lives.
12:53Avichai Elruven, we all honor your remarkable heroism.
13:02Another Israeli is with us here today, and he's standing right next to Avichai Elruven.
13:08This is Master Sergeant Ashraf Al-Bakhiri.
13:25Ashraf is a veteran soldier from the Israeli Muslim community of Raat.
13:31On October 7th, Ashraf II killed many terrorists.
13:35First he defended his comrades in the military base, and he then rushed to defend the neighboring communities, including the devastated community of Kibbutz Berri.
13:45Like Ashraf, the Muslim soldiers of the IDF fought alongside their Jewish, Jews, Christian, and other comrades in arms with tremendous bravery.
14:05A third hero, Lieutenant Asa Sofer, is also here with us.
14:28Asa fought as an officer in the tank corps, and he was wounded in battle.
14:51He was wounded in battle while protecting his fellow soldiers from a grenade.
14:56He lost his right arm and the vision in his left eye.
15:02He is recovering, and incredibly, within a short time, Asa will soon return to active duty as a commander of a tank company.
15:26I just learned there is a fourth hero here, Lieutenant Jonathan Ben-Hammel, who lost a leg in Gaza and continued to fight.
15:44My friends, these are heroes.
16:12My friends, these are the soldiers of Israel, unbowed, undaunted, unafraid.
16:37As the Bible says, they shall rise like lions, they have risen like lions, the lions of Judah, the lions of Israel.
17:01Ladies and gentlemen, the men and women of the IDF come from every corner of Israeli society.
17:10Every ethnicity, every color, every creed, left and right, religious and secular.
17:18All are imbued with the indomitable spirit of the Maccabees, the legendary Jewish warriors of antiquity.
17:27With us today is Yechiel Leiter, the father of one of those Maccabees.
17:34Yechiel's father escaped the Holocaust and found refuge in America.
17:38As a young man, Yechiel moved to Israel and raised a family of eight children.
17:44He named his eldest son, Moshe, after his late father.
17:48Moshe became an exemplary officer in one of our elite commando units.
17:52He served with distinction for two decades while raising six beautiful children of his own.
17:58On October 7th, Moshe volunteered to return to combat.
18:04Four weeks later, he was killed when a booby-trapped mine exploded in a tunnel shaft right next to a mosque.
18:13At his son's funeral, Yechiel said this,
18:18If the state of Israel had not been established after the Holocaust,
18:23the image engraved in our collective memory would have been the photograph of that helpless Jewish boy in the Warsaw ghetto holding his hands up in the air with Nazi rifles pointed at him.
18:35But because of the birth of Israel, Yechiel continued,
18:39because of the courage of soldiers like my son, Moshe,
18:42the Jewish people are no longer helpless in the face of our enemies.
18:47Yechiel, please rise so we can honor your son's sacrifice.
19:11And I pledge to you and to all the bereaved families of Israel,
19:14some of whom are in this hall today,
19:17the sacrifice of your loved ones will not be in vain.
19:39It will not be in vain, because for Israel, never again must never be an empty promise.
19:47It must always remain a sacred vow.
19:50And after October 7th, never again is now.
20:09My friends, defeating our brutal enemies requires both courage and clarity.
20:17Clarity begins by knowing the difference between good and evil.
20:24Yet incredibly, many anti-Israel protesters, many choose to stand with evil.
20:32They stand with Hamas.
20:34They stand with rapists and murderers.
20:36They stand with people who came into the kibbutzim, into a home.
20:42The parents hid the children, the two babies, in the attic, in a secret attic.
20:47They murder the families, the parents.
20:51They find the secret latch to the hidden attic, and then they murder the babies.
20:56These protesters stand with them.
20:59They should be ashamed of themselves.
21:00They should be ashamed of themselves.
21:43They refuse to make the simple distinction between those who target terrorists and those who target civilians,
21:50between the democratic state of Israel and the terrorist thugs of Hamas.
21:55We recently learned from the national security director, U.S. Director of National Intelligence,
22:02that Iran is funding and promoting anti-Israel protests in America.
22:07They want to disrupt America.
22:09So these protesters burn American flags even on the 4th of July.
22:15And I wish to salute the fraternity brothers at the University of North Carolina
22:19who protected the American flag against these anti-Israel protesters.
22:50For all we know, Iran is funding the anti-Israel protests that are going on right now outside this building.
23:01Not that many, but they're there and throughout the city.
23:04Well, I have a message for these protesters.
23:07When the tyrants of Tehran, who hang gays from cranes and murder women for not covering their hair,
23:14are praising, promoting and funding you, you have officially become Iran's useful idiots.
23:45Some of these protesters, and it's amazing, absolutely amazing,
23:50some of these protesters hold up signs proclaiming gays for Gaza.
23:56They might as well hold up signs saying chickens for KFC.
24:05These protesters chant from the river to the sea, but many don't have a clue what river and what sea they're talking about.
24:15They not only get an F in geography, they get an F in history.
24:21They call Israel a colonialist state.
24:27Don't they know that the land of Israel is where Abraham, Isaac and Jacob prayed,
24:32where Isaiah and Jeremiah preached, and where David and Solomon ruled?
24:45For nearly 4,000 years, the land of Israel has been the homeland of the Jewish people.
24:57It's always been our home. It will always be our home.
25:14It's not only the campus protesters who get it wrong, it's also the people who run those campuses.
25:28Eighty years after the Holocaust, the presidents of Harvard, Penn, and I'm ashamed to say, my alma mater, MIT,
25:40couldn't bring themselves to condemn the calls for the genocide of Jews.
25:46Do you remember what they said?
25:49They said, it depends on the context.
25:54Well, let me give these befuddled academics a little context.
26:03Anti-Semitism is the world's oldest hatred.
26:07For centuries, the massacre of Jews was always preceded by wild accusations.
26:14We were accused of everything from poisoning wells, to spreading plagues, to using the blood of slaughtered children to bake Passover matzos.
26:24These preposterous anti-Semitic lies led to persecution, mass murder, and ultimately, to history's worst genocide, the Holocaust.
26:34Now, just as malicious lies were leveled for centuries at the Jewish people, malicious lies are now being leveled at the Jewish state.
26:44No, no, don't applaud. Listen.
26:49The outrageous slanders that paint Israel as racist and genocidal are meant to delegitimize Israel, to demonize the Jewish state, and to demonize Jews everywhere.
27:01And no wonder, no wonder we've witnessed an appalling rise of anti-Semitism in America and around the world.
27:09My friends, whenever and wherever we see the scourge of anti-Semitism, we must unequivocally condemn it and resolutely fight it, without exception.
27:30And don't be fooled when the blood libels against the Jewish state come from people who wear fancy silk robes and speak in lofty tones about law and justice.
27:59Here's a case in point.
28:02The prosecutor of the International Criminal Court has shamefully accused Israel of deliberately starving the people of Gaza.
28:10This is utter, complete nonsense. It's a complete fabrication.
28:13Israel has enabled more than 40,000 A-trucks to enter Gaza. That's half a million tons of food, and that's more than 3,000 calories for every man, woman, and child in Gaza.
28:33If there are Palestinians in Gaza who aren't getting enough food, it's not because Israel is blocking it, it's because Hamas is stealing it.
28:41So much for that lie. But here's another.
28:59The ICC prosecutor accuses Israel of deliberately targeting civilians.
29:05What in God's green earth is he talking about?
29:08The IDF has dropped millions of flyers, sent millions of text messages, made hundreds of thousands of phone calls to get Palestinian civilians out of harm's way.
29:21But at the same time, Hamas does everything in its power to put Palestinian civilians in harm's way.
29:29They fire rockets from schools, from hospitals, from mosques.
29:34They even shoot their own people when they try to leave the war zone.
29:40A senior Hamas official, Fatri Hamad, boasted, listen to this, he boasted that Palestinian women and children excel at being human shields.
29:50His words, excel at being human shields.
29:53What monstrous evil.
29:56For Israel, every civilian death is a tragedy.
30:00For Hamas, it's a strategy.
30:04They actually want Palestinian civilians to die, so that Israel will be smeared in the international media and be pressured to end the war before it's won.
30:14This would enable Hamas to survive another day, and as they vowed, to carry out October 7th again and again and again.
30:23Well, I want to assure you, no matter what pressure is brought to bear, I will never allow that to happen.
30:30The vast majority of Americans have not fallen for this Hamas propaganda.
30:54They continue to support Israel.
30:55And I want to say, thank you America, and thank you senators and house members who continue to support us, continue to support Israel, continue to support the truth and see through the lies.
31:07But as for the minority that may have fallen for Hamas' cons job, I suggest you listen to Colonel John Spencer.
31:16John Spencer is head of urban warfare studies at West Point.
31:20He studied every major urban conflict, I was going to say in modern history, he corrected me, no, in history.
31:29Israel, he said, has implemented more precautions to prevent civilian harm than any military in history and beyond what international law requires.
31:49That's why, despite all the lies you've heard, the war in Gaza has one of the lowest ratios of combatants to non-combatants casualties in the history of urban warfare.
32:13And you want to know where it's lowest in Gaza?
32:16It's lowest in Rafah.
32:21In Rafah.
32:23Remember what so many people said?
32:25If Israel goes into Rafah, there will be thousands, maybe even tens of thousands of civilians killed.
32:32Well last week, I went into Rafah.
32:36I visited our troops as they finished fighting Hamas' remaining terrorist battalions.
32:41I asked the commander there, how many terrorists did you take out in Rafah?
32:47He gave me an exact number, 1,203.
32:51I asked him, how many civilians were killed?
32:55He said, Prime Minister, practically none.
33:00With the exception of a single incident where shrapnel from a bomb hit a Hamas weapons depot and unintentionally killed two dozen people?
33:10The answer is, practically none.
33:13You want to know why?
33:15Because Israel got the civilians out of harm's way, something people said we could never do, but we did it.
33:29These heroes here today, the heroic soldiers of Israel, should not be condemned for how they're conducting the war in Gaza, they should be commended for it.
34:00I want to thank all of you here today who forcefully opposed the false accusations of the ICC and stood up for the truth.
34:10These lies are not only libelous, they're downright dangerous.
34:15The ICC is trying to shackle Israel's hands and prevent us from defending ourselves.
34:20And if Israel's hands are tied, America is next.
34:24And I'll tell you what else is next.
34:25The ability of all democracies to fight terrorism will be imperiled.
34:30That's what's on the line.
34:32So let me assure you, the hands of the Jewish state will never be shackled.
34:37Israel will always defend itself.
34:56My friends, in the Middle East, Iran is virtually behind all the terrorism, all the turmoil, all the chaos, all the killing.
35:11And that should come as no surprise.
35:14When he founded the Islamic Republic, Ayatollah Khomeini pledged,
35:18We will export a revolution to the entire world.
35:23We will export the Islamic revolution to the entire world.
35:29Now ask yourself, which country ultimately stands in the way of Iran's maniacal plans to impose radical Islam on the world?
35:39And the answer is clear.
35:41It's America, the guardian of Western civilization and the world's greatest power.
35:48That's why Iran sees America as its greatest enemy.
36:06Last month, we heard a revealing comment, ostensibly about the war in Gaza, but about something else.
36:15It came from the foreign minister of Iran's proxy, Hezbollah, and he said this,
36:21This is not a war with Israel.
36:23Israel, he said, is merely a tool.
36:27The main war, the real war, is with America.
36:32Iran's regime has been fighting America from the moment it came to power.
36:36In 1979, it stormed the American embassy.
36:40It held scores of Americans hostage for 444 days.
36:45Since then, Iran's terrorist proxies have targeted America in the Middle East and beyond.
36:51In Beirut, they killed 241 U.S. servicemen.
36:55In Africa, they bombed American embassies.
36:58In Iraq, they supplied explosives to maim and kill thousands of American soldiers.
37:04In America, in America, they actually sent death squads.
37:10They sent death squads here to murder a former Secretary of State and a former National Security Advisor.
37:17And as we recently learned, they even brazenly threatened to assassinate President Trump.
37:22But Iran understands that to truly challenge America, it must first conquer the Middle East.
37:29And for this, it uses its many proxies, including the Houthis, Hezbollah, and Hamas.
37:37Yet in the heart of the Middle East, standing in Iran's way, is one proud pro-American democracy, my country, the State of Israel.
37:59That's why, that's why the mobs in Tehran chant death to Israel before they chant death to America.
38:17For Iran, Israel is first, America is next.
38:21So when Israel fights Hamas, we're fighting Iran.
38:25When we fight Hezbollah, we're fighting Iran.
38:27When we fight the Houthis, we're fighting Iran.
38:30And when we fight Iran, we're fighting the most radical and murderous enemy of the United States of America.
38:37And one more thing, when Israel acts to prevent Iran from developing nuclear weapons,
38:44nuclear weapons that could destroy Israel and threaten every American city, every city that you come from,
38:51we're not only protecting ourselves, we're protecting you.
38:54We're protecting you.
39:13My friends, if you remember one thing, one thing from this speech, remember this.
39:19Our enemies are your enemies, our fight is your fight, and our victory will be your victory.
39:27Ladies and gentlemen, that victory is in sight.
39:51Israel's defeat of Hamas will be a powerful blow to Iran's axis of terror.
39:58Another part of that axis, Hezbollah, attacked Israel on October 8th, a day after the Hamas attack.
40:06It has launched thousands of missiles and drones against us.
40:1080,000 of our citizens in northern Israel evacuated their homes, becoming effectively refugees in their own land.
40:19We are committed to returning them home.
40:22We prefer to achieve this diplomatically.
40:25But let me be clear, Israel will do whatever it must do to restore security to our northern border and return our people safely to their homes.
40:49Last Friday, a third Iranian proxy, the Houthis, attacked Tel Aviv with a deadly drone.
40:58It exploded a few hundred feet from the American consulate, killing one person and injuring nine.
41:05On Saturday, I authorized a swift response to that attack.
41:11All our enemies should know this.
41:14Those who attack Israel will pay a very heavy price.
41:18And as we defend ourselves...
41:33And as we defend ourselves on all fronts, I know that America has our back.
41:40And I thank you for it.
41:42All sides of the aisle, thank you.
41:55My friends, for decades, America has provided Israel with generous military assistance.
42:01And a grateful Israel has provided America with critical intelligence that saved many lives.
42:08We've jointly developed some of the most sophisticated weapons on earth.
42:13I choose my words carefully.
42:14We've jointly developed some of the most sophisticated weapons on earth that help protect both our countries.
42:21And we also help keep American's boots off the ground while protecting our shared interests in the Middle East.
42:45I deeply appreciate America's support, including in this current war.
42:52But this is an exceptional moment.
42:55Fast-tracking U.S. military aid can dramatically expedite an end to the war in Gaza and help prevent a broader war in the Middle East.
43:05In World War II, as Britain fought on the front lines of civilization, Winston Churchill appealed to Americans with these famous words,
43:16Give us the tools, and we'll finish the job.
43:19Today, as Israel fights on the front lines of civilization, I too appeal to America.
43:26Give us the tools faster, and we'll finish the job faster.
43:34My dear friends, the war in Gaza could end tomorrow if Hamas surrenders, disarms, and returns all the hostages.
44:04But if they don't, Israel will fight until we destroy Hamas' military capabilities, end its rule in Gaza, and bring all our hostages home.
44:20That's what total victory means, and we will settle for nothing less.
44:35The day after we defeat Hamas, a new Gaza can emerge.
44:47My vision for that day is of a demilitarized and deradicalized Gaza.
44:53Israel does not seek to resettle Gaza.
44:56But for the foreseeable future, we must retain overriding security control there to prevent the resurgence of terror, to ensure that Gaza never again poses a threat to Israel.
45:17Gaza should have a civilian administration run by Palestinians who do not seek to destroy Israel.
45:23That's not too much to ask.
45:26It's a fundamental thing that we have a right to demand and to receive.
45:39A new generation of Palestinians must no longer be taught to hate Jews, but rather to live in peace with us.
45:47Those twin words, demilitarization and deradicalization, those two concepts were applied to Germany and Japan after World War II, and that led to decades of peace, prosperity, and security.
46:08Following our victory, with the help of regional partners, the demilitarization and deradicalization of Gaza can also lead to a future of security, prosperity, and peace.
46:24That's my vision for Gaza.
46:27Now, here's my vision for the broader Middle East.
46:32It's also shaped, in part, by what we saw in the aftermath of World War II.
46:39After that war, America forged a security alliance in Europe to counter the growing Soviet threat.
46:46Likewise, America and Israel today can forge a security alliance in the Middle East to counter the growing Iranian threat.
46:54All countries that are at peace with Israel, and all those countries who will make peace with Israel, should be invited to join this alliance.
47:04We saw a glimpse of the future of Israel.
47:08All those countries who will make peace with Israel should be invited to join this alliance.
47:13We saw a glimpse of that potential alliance on April 14th.
47:20Led by the United States, more than half a dozen nations worked alongside Israel to help neutralize hundreds of missiles and drones launched by Iran against us.
47:32Thank you, President Biden, for bringing that coalition together.
47:38The new alliance, I envision, would be a natural extension of the groundbreaking Abraham Accords.
47:56Those Accords saw peace forged between Israel and four Arab countries, and they were supported by Republicans and Democrats alike.
48:03I have a name for this new alliance.
48:11I think we should call it the Abraham Alliance.
48:15I want to thank President Trump for his leadership in brokering the Abraham Accords.
48:25Like Americans, Israelis were relieved that President Trump emerged safe and sound from that dastardly attack on him, dastardly attack on American democracy.
48:51There is no room for political violence in democracies.
49:07I also want to thank President Trump for all the things he did for Israel, from recognizing Israel's sovereignty over the Golan Heights, to confronting Iran's aggression, to recognizing Jerusalem as our capital and moving the American embassy there.
49:37That's Jerusalem, our eternal capital, never to be divided again.
49:43My dear friends, Democrats and Republicans, despite these times of upheaval, I am hopeful about the future.
50:07I'm hopeful about Israel because my people, the Jewish people, emerged from the depths of hell, from dispossession and genocide.
50:17And against all odds, we restored our sovereignty in our ancient homeland.
50:23We built a powerful and vibrant democracy, a democracy that pushes the boundaries of innovation for the betterment of all humanity.
50:32I'm hopeful about America because I'm hopeful about Americans.
50:38I know how much the people of this country have sacrificed to defend freedom.
50:43America will continue to be a force for light and good in a dark and dangerous world.
50:49For free peoples everywhere, America remains the beacon of liberty its extraordinary founders envisioned back in 1776.
51:01Working together, I'm confident that our two nations will vanquish the tyrants and terrorists who threaten us both.
51:23As Israel's Prime Minister, I promise you this.
51:27No matter how long it takes, no matter how difficult the road ahead, Israel will not relent, Israel will not bend.
51:37We will defend our land, we will defend our people, we will fight until we achieve victory.
51:43Victory over liberty, rather victory of liberty over tyranny, victory of life over death, victory of good over evil.
51:49That's our solemn commitment.
