00:00A resort in Tanay, Rizal was shut down in a protected area and watershed.
00:05The destruction of the watersheds is one of the signs of heavy flooding in Rizal.
00:13This is John Consulta's Hatiit news report.
00:15D.N.R. and the NBI-Rizal and NBI-Cavite forces entered Tanay, Rizal, which was heavily flooded.
00:33Heavy equipment was caught in the act while marching.
00:37Inside the 5-hectare compound, many structures such as cafeteria, rooms, camping area, ATV track and coffee shop were damaged.
00:49The local government and Provincial Environment and Natural Resources Office approached the NBI
00:55to complain about the damaged structure inside Kaliwa River Forest Reserve, a protected area and watershed.
01:04The operation of the resort continues even though the recipient of Tanay already has a cease and desist order.
01:10They don't have a business permit as per the revenue code of the local government unit.
01:16They also violated the zoning ordinance of the LGU. They don't have a building permit.
01:23According to NBI-Cavite, NBI Director Jamie Santiago also pointed out to them that they are violating environmental laws
01:31such as the destruction of watersheds in Rizal, which are affected by floods, in low-lying areas in the province
01:37such as Montalban and San Mateo, as well as the nearby Marikina.
01:41Watersheds are a natural deterrent to the occasional flow of rainwater
01:50because it is the source of rainwater initially.
01:55If there are no more trees in our watersheds and protected areas,
02:01the flow of rainwater will be faster in low-lying areas
02:07and this will cause massive flooding like what happened in Marikina and Metro Manila.
02:15According to the JMA News Research, the forest cover in Rizal decreased by 26% compared to 2003.
02:25The DNR can continue the forefeature proceedings against the owners of the structures
02:35and this can be used against the government.
02:41These structures can also be destroyed to restore the environment.
02:48The resort was closed while two cashiers and two backhoe operators were arrested.
02:54They were jailed in the NBI detention facility in Belivid but we are trying to get the evidence.
03:00They are facing a complaint of flooding in the National Integrated Protected Areas or NIPAS Act
03:06that has been jailed for 6 to 10 years.
