00:00Following the widespread flooding that was investigated by Senate President Chief Escudero,
00:04the government's flood control project, which was funded by Php 1 billion,
00:09was hit by the DPWH, and the flood control projects worked again.
00:13It was said that there were a lot of raindrops on Wednesday.
00:16Witnessed by Mackie Polido.
00:22The widespread flooding was caused by the strong winds of Hurricane Karina.
00:26It only took a few days for President Marco to lay the government's flood control projects in his area.
00:33For 2024, according to Senate President Chief Escudero,
00:37Php 255 billion was the amount of funding that was allocated for the flood control projects of the DPWH.
00:44Php 455 million was given for projects like this by the MMDA.
00:50As for the flooding, what happened to these projects?
00:54That's why Escudero will investigate the current flood control projects in the Senate.
00:59The Congress will also conduct its own investigation.
01:02According to the DPWH, the flood control projects worked again.
01:06It was said that there were a lot of raindrops.
01:10If there were no raindrops, it might be worse and it might take longer for the water to recede.
01:24The best thing about this is that it recedes the water in a very short time.
01:31Explained by Dr. Mahar Lagmay of the UP Resilience Institute,
01:35the flood control projects that we have now will not be able to handle the amount of raindrops.
01:41The flood control projects are effective when it's calm,
01:45but when the big one comes, the infrequent one, the design gets overwhelmed.
01:51There is flood control, but it's not a complete solution.
01:55The problem in Metro Manila is that the normal waterway was cemented and houses were built.
02:03For example, if it didn't rain, this is what the Marikina River would look like.
02:07But this is really the Marikina River's waterway that is now full of houses and houses.
02:13This is also the problem in San Juan City, where the San Juan River passes through.
02:18We have no respect for the real natural place.
02:25It's really a river of water.
02:27According to Lagmay, a long-term solution is the decongestion of Metro Manila.
02:32For now, this kind of map is a big thing that the UP Resilience Institute studied
02:38to know the critical places and where are the high places for evacuation.
