00:00Well, this is the place which is making headlines for all the wrong reasons.
00:04My name is Pankaj Mishra, with me is my cameraman Prakhan and we are standing here outside Rao's
00:10highest study circle which is the infamous building where three students lost their lives
00:15yesterday on Saturday when rainwaters gushed into the basement and there you would see
00:21the police presence here, Rapid Action Force in all their right gear are standing fearing
00:28any backlash or reprisal from the students.
00:31There are authorities stepping inside this building, over there you can see RAF making
00:36their way inside the Rao's highest study circle where three students lost their lives.
00:43It is being learned that the coordinator and the owners have been detained and this is
00:48the place.
00:49The question is how and why did so much of water gush into the inside the basement and
00:55if you would look at it, there is still rainwater remains here and the rainwater which normally
01:04flows in the drains which is inside, which is beneath this road and that overflowed and
01:11it all went into this building here, from here the water gushed into and the level of
01:18the basement is where these cops are walking as of now.
01:22So whole water, rainwater, it rained cats and dogs yesterday in Delhi and the rainwater
01:28gushed into the basement where the students were there and sitting in the library and
01:32then they perished there.
01:34A lot of angst, a lot of anger is there in the students that why and how such a set up
01:38was being run.
01:39We have heard that the authorities of Delhi, the mayor of Delhi where she mentioned that
01:44running any business establishment in the basement is illegal.
01:49Well, this is what India is all about.
01:52No other capital city in the world is as mismanaged as New Delhi.
01:59Here the problem is the authorities only wake up once a tragedy happens and this one where
02:04three students lost their life is a classic case of how the situation went out of hands.
02:11We have seen fire incidents also happening in Delhi.
02:14After post-mortem of the situation, it appears that the rules were flouted, IAS rounds study
02:19circular named to reckon with as far as the civil services examination is concerned, competitive
02:25examinations are concerned and this place, those who are watching this broadcast from
02:29outside Delhi, let me tell you this is an area in the central Delhi, old Rajinder Nagar,
02:35famous for thousands and thousands of IAS training academies.
02:40You would see posters flanking both sides of the roads.
02:44The posters that have been put, you look at these wires here, I mean if you start looking
02:49at each and every corner, you will find fault everywhere and all this happens right under
02:54the gaze of the administration.
02:56No one says anything until, until a calamity strikes.
03:01Look at the high tension wires and then GS Foundation course, Raman Sar, Sri IAS Maths
03:07optional, all these things are flanking, put up, posters being put up, throwing the
03:15rules and the regulations to win.
03:17We have lots of students here, clearly anxious, informing their parents, their friends, one
03:23set of students here whom we are going to talk to.
03:26Excuse me, would you like to tell us what transpired and what is the reason you see
03:34for this tragedy that has happened here?
03:36Yesterday evening around 7.30, in the basement of Rouse IAS, there was a QIT program of students
03:45going on, the water froze from the back, there were 30-35-40 students, out of which the police
04:00is saying that 30 students have been taken out, whereas 12-13 students are missing.
04:07A figure of 3 students is being given, they are being asked to tell the exact figure,
04:12who were they and the students who have been taken out, they are not reachable.
04:19Second thing, after that, when they took the bodies there, we had 3 demands, first that
04:28the children who are diseased, you tell us who were they and they have a compensation
04:33of 5 crores to their family.
04:36Second thing, the infrastructure, the culture of the basement, the culture of the libraries
04:41in the basement should be stopped completely.
04:44With immediate effect, dismantle it.
04:47Here we see that all the coaching centres have been shut down.
04:51Both should be done now.
04:54The culture of the library in the basement should be stopped completely.
04:58Third thing, the drainage system.
05:01Two days ago, a boy died in Patin Nagar.
05:04The boy prepared for 4 years.
05:06After 4 attempts, he wrote his names in the 5th attempt.
05:10These hardships will be understood by those who have been living here for 4-3 years.
05:15When you stop from 1st interview, 2nd interview, 3rd interview,
05:19you get a C-SAT, even the parents don't understand this pain.
05:23Only the student and his peer group will understand.
05:26We are understanding the pain of the boy who died in Patin Nagar.
05:31Even after that, it was ignored.
05:34You tweeted, you can't escape from the tweets.
05:37You tweeted that there will be an investigation on this.
05:40Where is anyone coming now?
05:42DGP Sir, Harsh Vardhan Sir,
05:47they said that the authorities will come and talk to you.
05:52They didn't talk about anything.
05:55Yesterday, we told them that this is not an accident.
06:00This is a murder.
06:02Murder because of, you see the video of this Raoj Institute last year.
06:07This has been inaugurated in 2022, if I am not wrong.
06:11After that, this video, show it to the camera.
06:15This video is of their basement.
06:17And last year, their water was filled.
06:19Despite that, in 2024, see this, this video is of their basement.
06:24Send it to us.
06:26This video is of their basement.
06:28And last year, when their water was filled,
06:30then in 2024, why did they allow the children in the libraries?
06:35Libraries.
06:36This is not,
06:43the senior authorities here are saying that this is a natural disaster.
06:47This is not a natural disaster at all.
06:49This is not an accident.
06:51This was a murder.
06:52A heinous murder.
06:54We understand your sentiments.
06:55We have a lot of people here.
06:56Very quickly, we would like to know from you.
06:57You tell us.
06:58My name is Dr. Munish Raizada.
07:00I am a resident here.
07:02I belong to Bharatiya Liberal Party.
07:04I am an NRI.
07:05And I have practiced in medical practice in Chicago for 22 years.
07:10See, this is a blatant violation of rules.
07:13But the root cause is corruption.
07:16The cut and culture, culture.
07:18Because they are clearly violating the basement rules.
07:22The basement should not be having a library
07:26where 50 students are sitting there.
07:28Number one.
07:29Number two, the administration comes, MCD.
07:32MCD is a den of corruption.
07:33They come.
07:34They collect their hafta.
07:35And then this is evenly distributed
07:38from counselor to MLA to MP and ministers and CM.
07:44So BJP and Aam Aadhi Party
07:47they are equally responsible for the mess they have created.
07:50This is not an accident.
07:51This is a murder.
07:52And also, this is just tip of the iceberg.
07:55You go to Delhi.
07:56In the last 10 years, the Delhi government
07:58Delhi has become a junkyard.
08:00Everything is in a mess.
08:01The governance is totally paralyzed.
08:04Dysfunctional.
08:05Yet, the CM is sitting in the jail.
08:08Yet, the central government refuses
08:10to claim resident rule.
08:12So that shows, you know,
08:14how apathetic they are to the needs
08:16and to the requirements of the system.
08:18Absolutely.
08:19Thank you, Dr. Saab.
08:20Thank you for speaking to us.
08:21Thank you so much.
08:22So there you see, a lot of students getting into a huddle.
08:26Not long ago, there was a movie called Twelfth Fail.
08:28And that made all the headlines for the good reasons
08:31saying that this is how the preparation for UPSC is done.
08:34And the effort that the students and the family put in
08:37is something which is exemplary.
08:39And the movie set an example for all these young aspirants.
08:43We have lots of people here.
08:44Also, let's quickly talk to them as well.
08:48Ma'am, you study here, I think.
08:50Yes.
08:51Tell us, is this a sight only of Rouse IAS
08:54or all the institutions that we see here,
08:57is this a sight as well?
08:59Sir, I'm actually a student of Vajiraman Ravi.
09:01And I would like to appreciate that building
09:03not because I'm the student of it.
09:05Because if you go and see it now,
09:08the new building of Vajiraman Ravi,
09:10every class has a strength of 500-600 students.
09:13Which sounds like a lot.
09:15But there are four exits to get out of a class.
09:17There are eight exits to get out of that building,
09:19including a lift.
09:20So that is appreciable.
09:22That is appreciable.
09:23And yes, there are sprinklers in the washrooms as well.
09:26There are sprinklers in the class as well.
09:28There are sprinklers in the basement as well.
09:30So I would say,
09:31if you make such an institute,
09:33then it's okay.
09:35If this was a natural calamity,
09:37then we would have understood as well.
09:39But this hasn't happened.
09:40Why not in other institutes?
09:41And it could have happened in some other institute.
09:43But if it was the same as the building of Vajiraman,
09:45then maybe it wouldn't have happened.
09:46You see, the third building is of Vajiraman.
09:48And in his basement,
09:49there is no basement, sir.
09:51You have to climb those three planes
09:53and then there is your office.
09:54Okay.
09:55There is no water in that.
09:56Okay, but next to it,
09:57when you go inside the alley,
09:58there is water there as well.
10:00But that is...
10:01And our faculty,
10:02one TD,
10:03Mr. Praveen Dixit,
10:04a month ago,
10:05he made a video
10:06and tagged MCD
10:07that you should remove
10:08the water clogging from here.
10:09But no action was taken.
10:11MCD has been complained a lot of times.
10:13Absolutely.
10:14You know,
10:15a lot of times,
10:16the aspiring students
10:17who come to us
10:18to do IAS and UPSC,
10:20the systemic rot that we talk about,
10:22Delhi,
10:23the capital of India,
10:24we are standing in Central Delhi,
10:26there,
10:27as it is said from MCD,
10:29people shake hands
10:31and the water discharge system
10:33was not working at all.
10:35Was it never seen from the beginning
10:37that we were waiting
10:38for a disaster to happen?
10:39No, sir, it is not like that.
10:40I have one of my friends.
10:41You can talk to him after this.
10:42Yes, absolutely.
10:43Ankit Singh Chauhan.
10:44He had also filed an RTI
10:45in March.
10:46You can talk to him.
10:47Ankit, yes, please,
10:48you tell me.
10:49I was filing an RTI
10:50and the response
10:51of the government was
10:52that there were no SOPs
10:53because there was a case
10:54in Mukherjee Nagar.
10:55So, you are saying
10:56that even after seeing
10:57these people,
10:58because you are studying,
10:59even after seeing them,
11:00you never felt like this.
11:01Everyone has complained
11:02who felt that
11:03it could have happened
11:04in Mukherjee Nagar
11:05but there was no casualty
11:06there.
11:07That is why
11:08such a big issue
11:09was not made.
11:10There was a casualty here
11:11plus there are no
11:12casualty numbers.
11:13You know that there are
11:14three,
11:15but the students
11:16who are standing here
11:17from night,
11:18they are saying
11:19that we are not
11:20in the authority
11:21to do anything.
11:22We can only file an RTI.
11:23Absolutely.
11:24We really appreciate
11:25your time here.
11:26Thank you so much.
11:27Ankit, right?
11:28Ankit, you are a student
11:29here.
11:30Yes.
11:31And you were not
11:32in IAS Rao.
11:33No.
11:34Right.
11:35Okay.
11:36Generally,
11:37for our viewers here,
11:38please tell us
11:39how is this place?
11:40I mean,
11:41obviously,
11:42this is known
11:43in the world
11:44to be the IAS
11:45training centre.
11:46Many UPSC students
11:47are not fulfilling
11:48their conditions.
11:49What are the
11:50responsibilities?
11:51Sir,
11:52when we were
11:53trying to copy
11:54the originality,
11:55we were not staying
11:56there.
11:57We wanted to
11:58make it London.
11:59If you want to go
12:00to London,
12:01you can go to London.
12:02You can make it
12:03Delhi,
12:04Delhi.
12:05But make it
12:06a Delhi
12:07that is safe
12:08for everyone.
12:09When it rains
12:10every time,
12:11this is not
12:12a new issue.
12:13Today,
12:14for the first time
12:15in 48 years,
12:16will you leave
12:17someone to die
12:18in the rain?
12:19It is not possible,
12:20sir.
12:21When water fills
12:22in a small rain,
12:23in a city like Mumbai,
12:24when they get
12:25the drains cleaned
12:26in Monsoon,
12:27they can work
12:28here as well.
12:29Now,
12:30we are standing
12:31on the drain.
12:32And my main
12:33question was,
12:34I asked the other
12:35sir that
12:36this is such
12:37a big basement
12:38of 500 square feet,
12:39more than that.
12:40And how did
12:41the drain get
12:42the permission
12:43to make such
12:44a big basement?
12:45Because,
12:46if you see,
12:47the NOC
12:48that was given
12:49to coaching,
12:50they asked for
12:51storage,
12:52not for
12:53library.
12:54So,
12:55there is
12:56an institutional claim.
12:57We have
12:58no such demand.
12:59We are not
13:00against anyone
13:01and we are
13:02not in favour
13:03of anyone.
13:04Our demand
13:05is that
13:06compensation,
13:07whatever the
13:08government does,
13:09it should be
13:10done.
13:11They have
13:12to give
13:13compensation
13:14for
13:15this.
13:16So,
13:17we are
13:18not
13:19against
13:20anyone
13:21and we
13:22are not
13:23against
13:24anyone.
13:25We are
13:26not
13:27against
13:28anyone.
13:29We are
13:30not
13:31against
13:32anyone.
13:33We are
13:34not
13:35against
13:36anyone.
13:37We are
13:38not
13:39against
13:40anyone.
13:41We are
13:42not
13:43against
13:44anyone.
13:45This is
13:46the Nexus.
13:47If you
13:48enter in
13:49someone's
13:50room,
13:51it will be
13:52like a
13:53matchstick.
13:54It will
13:55just be
13:56windy.
13:57There
13:58was
13:59no
14:00window this
14:01much and
14:02the rent
14:03was
14:0420,000-25,000
14:05only.
14:06Although
14:07we have
14:08a rent
14:09commissioner.
14:10We have
14:11all types
14:12The voters don't want to hear anything. They know that they won't go against the locals.
14:18If we hurt the rent a little or did something to them, then literally our vote bank will be at a loss.
14:24There is a saying that success has many fathers and failure is often.
14:29If something good happens here, everyone wants to take part in it, whether it is our party or not.
14:33No accountability has to be taken yet.
14:35There will be a shifting of the buck here.
14:39Ankit, thank you for talking to us.
15:05Coaching institutes, the landlords who rent out the places, matchbox-like rooms without any window,
15:14without proper ventilation, without proper sunlight.
15:17Students consider this as their struggle.
15:20That we went to Delhi, I struggled and then I cracked this examination.
15:24And there are parasites who are thriving on it by increasing the rent.
15:28But when the rent is increased, no basic amenity is followed.
15:32This is what the students are saying here.
15:34This huge building, given a basement area right next to a huge sewer passage pipeline is a miracle in itself.
15:46Just think that crores and crores of rupees would have gone down the drain into the pockets of all the stakeholders
15:54who are responsible for the upkeep of this particular area of old Rajinder Nagar,
16:00also fondly known as the breeding ground for the future IAS and IPS.
16:05This is Pankaj Mishra signing off from old Rajinder Nagar with video journalist Furkhan.
