02:59The development of these qualities is one of the most important tasks of the national naval education, starting with the School of Navigation and Mathematical Sciences of Peter the Great. This education is still among the best, fundamental and progressive, multiplying rich traditions.
03:19It prepares first-class specialists with extensive advanced knowledge and, most importantly, capable of effectively applying it in difficult, responsible maritime service. All this is extremely necessary for the management of modern ships and weapons, which are constantly replenished by our fleet.
03:39We will continue to increase the support of surface and submarine forces, naval aviation, equipped ships with high-tech new generation systems and hypersonic missile systems, improve and strengthen coastal infrastructure, develop reconnaissance, surveillance and air defense systems at near and far borders.
04:07The statement by the American administration and the German government about plans to deploy American long-range precision missile systems on the territory of Germany from 2026 is noteworthy. Important Russian facilities of state and military administration,
04:31our administrative and industrial centers and our defense infrastructure will be within its reach. And the flight time to targets on our territory of such missiles, which in the future can be equipped with nuclear warheads, will be approximately 10 minutes. At the same time, earlier, during the exercises, the United States had already practiced a transfer of Tiffin missile systems from its territory to Denmark and the Philippines.
04:59This situation is reminiscent of the events of the Cold War era, related to the deployment of American medium-range Pershing missiles in Europe. If the United States of America implements such plans, we will consider ourselves free from the previously assumed unilateral moratorium on the deployment of medium and shorter-range strike weapons,
05:25including increasing the capabilities of the coastal forces of our Navy. Today, the development of a number of such systems is in the final stages. We will take reciprocal measures to deploy them, taking into account the actions of the United States and its satellites in Europe and other regions of the world.
05:49Our attention is drawn to the growing escalation of tension on the part of Washington in connection with the flights of Russian strategic aviation. Let me remind you in this regard that since the collapse of the Soviet Union, Russian strategic missile carriers have not conducted air patrols far from our borders. Russia believed then that there was no longer any need for this, that the world had changed,
06:17that the Cold War was in the past. However, the United States did not respond to this unilateral gesture of goodwill. They continued patrolling our borders. Therefore, since 2007, we have resumed such flights. This was our response to the increased activity of the United States' strategic and reconnaissance aviation in regions of the world.
06:45This measure is aimed, among other things, at ensuring security in the Asia-Pacific region. Today, I would especially like to note that many of our naval crews are bravely fighting in the hottest sections of the combat contact line in the Special Military Operation Zone. Just like their great ancestors, they defend Sevastopol.
07:13And other Black Sea and Azov ports. They deliver devastating blows to the enemy. They destroy its military facilities. More than 30,000 sailors and officers have been awarded high state awards. The honorary title of guards has been awarded to the frigate Admiral Makarov, one regiment, and three brigades of the Marine Corps. Three combat units of Marines.
