00:03For example, if a direct contributor earns P10,000 per month,
00:08his monthly contribution is P500.
00:11PhilHealth says that they will recommend to President Bombo Marcos
00:16to lower the contribution of its members.
00:18This is what PhilHealth has to say
00:20after listening to the Senate Committee on Health
00:22that they have a P500 billion fund.
00:25As early as this afternoon, I will convene our team
00:27and we will recommend for a reduction in the premium rates,
00:31contribution rates to President Marcos.
00:33Before this, the Senators promised that PhilHealth would raise P90 billion
00:39to an unused subsidy from the government.
00:42They hoped that it would be used only by patients.
00:45Why do we need to return the P90 billion?
00:47Before you raise the money,
00:49think about what else you can use that money for.
00:53PhilHealth explains that
00:55it is legal to raise the fund to the national government.
00:58It was also not taken from the contribution of the members.
01:01It doesn't mean that because the P90 billion is gone,
01:03PhilHealth will lose its money.
01:05Why don't you use your fund for the poor,
01:08for the patients who are in need,
01:10so that your money will not be taken away by the Department of Finance?

01:22In fact, we did an initial 30% across the board last February 14,
01:26and we are already in the process of doing another round of 30%.

01:34Finance Secretary Ralph Recto also faced criticism.
01:37GCG and OGCC agreed that it is legal
01:41and does not include a prohibited fund
01:44that is in accordance with the Universal Health Care Act.
01:46It is also not true that the money will be invested in the Maharlika Investment Fund,
01:50but in unprogrammed appropriations
01:52or government projects that do not have a specific source of funding.
01:56To fund the unprogrammed appropriations,
01:59Congress determined that there is another way
02:03aside from new taxes as well as debts.

02:11the sleeping and unused money of the GOCCs
02:16that we are still paying interest.
02:19But some doctors are still talking about not reducing the funds for health care.

02:26we are the ones who are by their side in solving the problem.

02:34PhilHealth's help is not enough.
02:39Let's not call it savings
02:42because this is our debt to them.
02:46This should not be taken away.
02:48While the intent of the government to help the economy
02:53through the transfer of the funds to the national budget may be meritorious,
02:58the means for its achievement is definitely in violation of the law,
03:02especially if the health sector is being robbed of their rights due to it.
