00:22The Intergovernmental Relations Body or IGRB Progress Report plays an important role in implementing the provisions in the Bangsamoro Organic Law.
00:32This was given by President Ferdinand R. Marquez Jr. when he was given the third IGRB Progress Report in a ceremony in Malacanang earlier.
00:41The IGRB serves as a mechanism for coordination and cooperation between the National Government and the Bangsamoro Government.
00:50The IGRB Chair and Budget and Management Secretary Amena Pangandaman was the one who submitted the Progress Report to President Marquez.
00:57Along with him was the Bangsamoro Autonomous Region and Muslim in the Now of Arm Education Minister Mujager Iqbal.
01:04In his speech, President Marquez said that he is confident that the government is on the right path to achieve a more peaceful and prosperous Bangsamoro region.
01:14Through these mechanisms, we have witnessed significant achievements.
01:18First, the qualification and commissioning of former MILF and MNLF members into the Philippine National Police.
01:27Second, the inclusion of the proclamations granting amnesties to former members of the MILF and the MNLF,
01:36which was issued last November 2023 and concurred with by the House of Representatives and the Senate.
01:45Third, is a successful turnover of various properties and assets of the National Government within the BARM to the Bangsamoro Government.
01:55And lastly, the signing in July last year of the Intergovernmental Energy Board Circular on the Joint Award on Petroleum Service Contracts and Coal Operating Contracts in BARM.
02:07The President also has a directive to the Department of Budget and Management for the signing of the IGRB Manual of Operations and Resolutions on the elections in BARM next year.
02:37...that facilitate a proactive monitoring of issues and establish a system of continuity amongst those mechanisms.
02:45For House Speaker Martin Romualdez, it is welcome for him to submit the so-called progress report.
02:51This is an important step in using the long-term peace and progress in Mindanao.
02:56This will also help, according to the Speaker, in addressing the concerns for the effective implementation of the projects in BARM.
03:04At the same time, Speaker Romualdez is hoping for a peaceful and orderly election in May 2025 to elect the members of the 86th Parliament of BARM.
