Panukalang gawing legal ang paggamit ng medical cannabis, lusot na sa huling pagbasa ng Kamara; panukalang Motorcycles-for-Hire Act, aprubado na rin

00:00With 177 members voting in the affirmative, 9 in the negative, and 9 abstentions, House Bill number 10439,
00:16an act providing the right of access to medical cannabis, establishing the Medical Cannabis Office and providing funds,
00:25therefore, is hereby approved on third and final reading.
01:25And it was previously passed in the, I think, the 16th Congress, if I'm not mistaken, and now it is passed here on the 19th Congress.
01:39And we would like to appeal to our colleagues on the Senate to hopefully expedite and pass this, and for the President to approve this into law,
01:49so that we can provide medical access to all those people who are in need of the medicines that are given for our patients and for the Republic of the Philippines.
02:01Aside from this, House Bill number 10424, or Motorcycles for Hire Act, was also approved by the Camera.
02:09Under this, motorcycles in the country are formally recognized as public transportation for passengers.
02:17It also recognizes the carrier of goods as part of the parcel and mail delivery.
02:23Because of this, the government can formally restrict the operation of motorcycles in the country.
02:29As of now, there is no law on this and only a pilot study is pending for this sector.
02:37According to House Speaker Martin Romualdez, the Camera values motorcycles for hire
02:43not only for transportation, but as an effective means of living for many Filipinos.
02:49That is why they gave priority to this amendment.
02:53At the same time, the Camera approved other proposals, including the amendment to strengthen the Philippine Disaster Risk Reduction and Management System.
03:05In addition to this, the House Deputy Majority Leader Erwin Tulfo and three other members of the House of Representatives
03:12agreed that the Department of Health should provide free leptospirosis treatment and anti-tetanus shot.
03:21It is essential that we act on this matter not only out of compassion, but also out of a sense of justice.
03:27No one should have to struggle with life-threatening diseases simply because they are already suffering from the effects of a disaster.
03:36Our resolution is a step towards addressing this inequity and ensuring that our disaster response framework is comprehensive and effective.
