00:00The House Committee on Appropriations has already started the hearing on the country's budget for 2025, which will amount to Php 6.352 trillion.
00:10Here is the details in the words of Clayzel Pordilia.
00:15The House Committee on Appropriations has already started the hearing on the country's budget for 2025, which will amount to Php 6.352 trillion.
00:28This is more than 10% higher than the Php 5.7 trillion national budget last year.
00:35When House Speaker Martin Romualdez will speak, the Congress will discuss the smallest details of the proposed budget
00:44so that every peso will benefit every Filipino family.
00:48Our mission in studying the 2025 budget is clear.
00:54We will give back to all Filipinos the wishes that are collected through programs and projects that benefit them.
01:05We will ensure that the service of the government is for all.
01:10Together, we will rise.
01:13No one will be left behind.
01:17The Development Budget Coordination Committee will present the proposed budget.
01:22The largest portion was allocated to the education sector to continue providing free education under Universal Access to Quality Education.
01:34This is in line with the allocation of money to build infrastructures,
01:38expanding benefits for health,
01:41improving the well-being of the poorest Filipinos,
01:45and helping to distribute aid under the Pantawig Pamilyang Pilipino at Walang Gutom Program ng Pamahalaan.
01:54The question is, will the fund be enough for the food stamp program that will greatly reduce the incidence of starvation?
02:01We have Php 104 billion for subsidies.
02:04Based on the latest data, Madam Chair, we have 4,311,326 household beneficiaries.
02:11Assuming that they receive Php 25,000 each,
02:14if you multiply that to the total amount of beneficiaries, that would give us Php 107.7 billion.
02:21So there might be a possibility that we might encounter another budget deficit.
02:26The question was also whether the financial assistance provided to the beneficiaries of the four Ps
02:33will increase the effect of inflation or increase the price of goods.
02:38Our President has directed the DSWD, PSA, and NEDA to examine the possibility of adjusting the cash assistance provided.
02:46How much is the recommended cash grants?
02:49An increase from Php 2,850 to Php 3,550.
02:54And that takes care of the inflation.
02:57The adjustment will be made in 2026.
03:01The proposed fund for the agricultural sector will be Php 211 billion.
03:07It is centered on increasing production and food so that the price of goods can reach a higher level.
03:14But it was reduced due to a question from some congressmen.
03:18Largely due to the lower subsidy to NIA, which declined by Php 27.7 billion.
03:25The agricultural sector needs a fund, especially the El Niño.
03:31The El Niño is in a bad condition.
03:33The irrigation is also gone.
03:35Now, we are going through La Niña.
03:38If we need to beef up the agri-industry, we need to pass a fund here.
03:44The Php 70 billion fund that was put in the budget for the additional salary of government employees was not enough.
03:52The job order and contract of service were not enough for the employees.
03:57There will always be discrimination in terms of the regular employees and the JOs and COS.
04:05They are the ones who don't have a salary increase.
04:08The medical allowance of Php 7,000, the COS and JOs are already using it.
04:16It's not different from the work that our regular employees are already doing.
04:22Meanwhile, to ensure that the government's fund will not be used,
04:28the Department of Budget and Management ensured the early issuance of the fund and the early approval of the procurement.
04:35When House Speaker Martin Romualdez said that the budget will be studied carefully to boost the country and the Filipinos will feel it.
04:44The direction of our budget in 2025 is clear.
04:49Ensure the continuous growth and strengthening of the economy.
04:57We believe that all Filipinos will benefit from this initiative and strengthen the good governance for the good of all.
