00:00The Camera is confident that they can pass the 2025 National Budget in September.

00:07On Monday, the Congressmen will start the process of nationalizing the funds

00:12together with the economic managers of the administration.

00:15This is what Mela Lesmora has to say.

00:19Next week, the Camera will announce the allocation of 6.352 trillion pesos

00:26for the nationalization of the funds for the next year.

00:30According to House Majority Leader Manuel Jose Dalipe,

00:33they will start the budget briefings early

00:36because of the early submission of the 2025 National Expenditure Program, or NEP, to the Congress.

00:43On Monday, the Development Budget Coordinating Council, or DBCC,

00:49will meet with the economic managers of the administration

00:53to explain how the NEP was formed and where the funds for it will come from.

01:00The Department of Budget and Management, the Secretary of Finance,

01:05and all other agencies which were tasked and mandated for the creation of the budget will be present.

01:13So we will not anymore delay things.

01:18Dalipe said that they will focus on the quick but successful submission of the NEP

01:24in accordance with the directive of House Speaker Martin Lumualdez.

01:27Their target is to approve it in their favor before the session break.

01:32Hopefully, we can do the third or last week of September deadline.

01:39I am confident with the efficient work being done by the different vice chairmen of the Committee on Appropriations,

01:49plus the active participation of the minority in the budget deliberations,

01:56we will be able to come up with the House General Appropriations Bill by the end of September.

02:03One of the priorities of the House Committee on Appropriations is to provide enough funds for the next year's education sector.

02:10Even before the budget deliberations,

02:12the House Committee on Appropriations has already criticized the budgetary performance of the Department of Education in one hearing.

02:20House Deputy Minority Leader Franz Castro was the first to present 1,000 unfilled positions in public schools in the country.

02:29But when asked by DepEd,

02:59since we issued that these should have been filled prior to the end of either the quarter 2 or 3 of this fiscal year.

03:10Meanwhile, tomorrow, the House Committee on Metro Manila Development will discuss the serious flooding in Metro Manila, Kamakailan.

03:18House Senior Deputy Speaker Aurelio Gonzalez Jr. said,

03:22even without the budget proposal, they will continue to criticize the flood control measures of the government.

03:29We will have an inter-agency meeting between this agency, DILG, NIA, Public Works, DOST, MMDA, and DA,

03:42so that we can discuss the flooding in Metro Manila.

03:46And we will not be able to accomplish this plan right away because this is a long-term plan.

03:54We have already a plan for water impounding.

03:58Although the Chamber's priority is to discuss the national fund,

04:02congressmen are still insisting that they will continue their hearings on other important issues.
