00:00The Energy Regulatory Commission has a plan to lower the cost of electricity in the country.
00:06This is followed by a meeting in the House of Representatives regarding the addition of electricity that is not being consumed by customers.

00:17In the discussion of the House of Representatives regarding the budget of the Department of Energy,
00:22some congressmen complained about the high cost of electricity in the Philippines.
00:27The average is more than 10 pesos per kilowatt hour, according to Baguio City.
00:32It is more expensive than electricity in Thailand, Indonesia, Vietnam and Malaysia.
00:38This is discouraging for investors.
00:42Our price should be at par with the other ASEAN countries.
00:48The Energy Department said,
00:50because in other countries, the government pays for the cost of electricity,
00:55that is why it is cheaper for the consumers.
00:58Aside from that,
01:00Since they produce oil, they produce natural gas and they produce coal,
01:05what they do is they require the coal suppliers to give domestic generators
01:13a lower price than what they charge for export.
01:18Customers were also complained about the systems loss
01:22or the wasted electricity that is not being consumed,
01:25like what was stolen from the jumpers or the wrong passage of the metro.
01:35According to the ERC,
01:36there is a limitation of the wasted electricity that can be passed on to the customers.
01:415.5% is the cap for systems loss.
01:45So if there are losses beyond that, that means they have not been upgrading their lines.
01:51They will admit the value.
01:55The ERC is also studying if systems losses can be exempted from VAT
02:00and other things related to the electric bill.
02:03The study focused on particularly the possible exemption from VAT of systems loss,
02:09lifeline rate subsidy and senior citizen discount subsidy.
02:14The DOE and the ERC assured that they are continuing to strive to reduce the wasted electricity.
02:20In fact, they are recommending reforms and steps to be taken.
02:26For example, they have a plan to reduce the amount of VAT and penalty
02:31that they do not plan to increase.
02:34Redirect those fines and penalties to lowering the rates
02:39instead of remitting all our collections to National Treasury.
