00:00A former police officer raised his hand against a PWD man in Dagupan City.

00:06The former police officer's grandson was raped by a PWD man.

00:10This is Jasmine Gabriel Galvan of GMA Regional TV.

00:18In this video, you can see a man riding a motorcycle in front of the Balangay Hall of Tapuak, Dagupan City.

00:27When he stopped, the man got down and was slapped twice.

00:31Another man was sitting there.

00:33The man who was slapped also left.

00:35The man who was slapped was a 27-year-old PWD man.

00:39While the man who was slapped in the video was a former police officer of the Balangay.

00:46The incident in the Balangay was followed.

00:48The victim's son wanted to talk to the former police officer.

00:52But he didn't want to.

00:54The former police officer refused to answer the formal complaint.

00:57He should have told us first because we're just neighbors.

01:02The former police officer didn't ask for an interview in front of the camera.

01:06But he admitted to the incident.

01:08He said he slapped the victim because he was the first to rape his 10-year-old grandson.

01:14He said he had CCTV footage where he could see the slap of the victim to his minor grandson.

01:21The complainant's son also admitted to the crime.

01:24But this is one of the reasons why the complainant was often bullied because of his age.

01:29The officials of the Balangay are still trying to talk to the two parties.
