Transcript
00:00Clark International Airport Corporation, we will discuss the projects and programs together with Sir Aray Perez, the President and CEO of Clark International Airport Corporation.
00:12Sir Aray, how are you?
00:13I'm okay, ADG.
00:16Good afternoon and welcome to Bagong Pilipinas.
00:19Thank you very much for giving us the time to be here in our programs.
00:25The program of Clark International Airport Corporation.
00:28Okay, let's start.
00:30Under your leadership, what are the flagship programs and projects of Clark International Airport Corporation
00:38that will help in transforming Clark as the premier global aviation logistics hub of the country?
00:46Yes, ADG.
00:47Our programs for Clark, especially the airport, is to make it as the premier global civil aviation logistics hub.
00:58Okay.
00:59That means we will focus on freight and cargos.
01:04It will become the premier gateway for freight or cargos.
01:08That's why our programs in Clark International Airport Corporation,
01:13there is the National Food Hub.
01:17This is the facility where food is aggregated,
01:23basic products produced from the different regions north of Metro Manila.
01:30Central Luzon, Regions 1 and 2.
01:35This is like a modernized Bagsakan.
01:39Because the location of Clark International Airport Corporation is very beautiful.
01:45Our expressways are strategic.
01:48From south to north, even east to west.
01:52And there is also a train that is being built.
01:56It will be finished soon.
01:59And our airport is very beautiful.
02:01And it is very close to Subic.
02:03So it is a very beautiful place to bring all agricultural products.
02:11There will be cold storage facilities.
02:14Okay.
02:16Because one of the biggest problems of our farmers is that they don't have a proper warehouse.
02:24So what you are saying here is that the domestic products from Northern Luzon, for example,
02:30can be brought to Clark.
02:32Is this for export or for delivery to Mindanao and the Visayas?
02:37What we want is to have food sustainability in the Philippines.
02:42So that is our first target.
02:45Because many of us have a very high wastage, up to 50%.
02:51So imagine if the farmers know that they can import their products.
02:58Because their problem is that they cannot produce more because they know that it will be destroyed.
03:04So imagine if we can have a facility, a food hub, that can reduce the wastage.
03:10That is a big thing that we can give to the pockets of the farmers.
03:17The farmers who will be cooperatives.
03:19They will earn more.
03:21And there will be more food for our houses.
03:27So that is one of our biggest projects.
03:30The Clark National Food Hub.
03:33And we topped the Asian Development Bank.
03:37To become our transaction advisor.
03:41Because we need to do this right.
03:44We need discussions.
03:47Not only to the farmers who will be cooperatives.
03:52We need the Department of Agriculture, Department of Trade and Industry,
03:59and also the private sector.
04:01Of course, this is a whole of nation approach.
04:06This cannot be done only by the government.
04:08So that is what we want to happen.
04:11To do the right feasibility study.
04:14That we plan to finish it by this year.
04:18So that by next year, we will make it a public tender.
04:24Because it will become a public-private partnership.
04:26So we will award it by next year.
04:30Sir Ari, earlier you mentioned the flagship projects and programs of CIAC.
04:34From this, there was an agreement between CIAC and Maharlika Investment Corporation.
04:41Can you share the details or what can we expect from this agreement between MIC and CIAC?
04:52Sir Dale, our agreement with Maharlika Investment Corporation
04:57shows the viability of our projects.
05:05Because I only mentioned one, the National Food Hub.
05:08What President Jowel Kunsing wants for Maharlika Investment Corporation
05:14is to fund these projects by the government.
05:18At least 10% of the equity for these public-private partnership projects
05:23will be funded by Maharlika Investment Corporation.
05:28He told me, up to 20%.
05:31So that is a big thing to show to the private sector interested in our projects.
05:40It boosts their confidence, our investors.
05:46I will just mention the other projects.
05:50ADG Jonathan.
05:54One of our projects is to make a lot of attractions in Clark.
06:01Because there are not enough attractions to be a destination.
06:06We will add more.
06:08We call this project the Clark World Convention and Events Hub.
06:13Because the industry of MICE, meetings, incentives, conventions, and expositions,
06:21is a big industry that we have not yet tapped in the Philippines.
06:26In the Philippines alone, we will lack a lot in facilities.
06:32We do not have a big enough convention to host.
06:36We have a lot of professions.
06:42But we do not have enough square meters.
06:48We also do not have enough space to exhibit.
06:54We also do not have enough facilities to attract world-class entertainment.
07:01Now, Clark is very beautiful.
07:04Because imagine, there is a beautiful airport.
07:08Then there is a train.
07:10It is just next to the facilities.
07:13When you go down, you will watch a convention, a concert, or a basketball game.
07:20You just go down to the train, you just go down to the airport.
07:24You just walk.
07:26Yes.
07:28That is our second big project.
07:32To boost the airport to have more passengers.
07:36More attractions when you go to Clark.
07:39Then the third one is what we call the Urban Renewal and Heritage Conservation Program.
07:46What is this Urban Renewal and Heritage Conservation Program?
07:49There are a lot of projects within that program.
07:54This is the most important one, our Water Sustainability Project.
08:00Because of the abundance of industry in Clark.
08:05Clark is very big.
08:0731,850 hectares.
08:09That is half of Metro Manila.
08:11Now, we do not want our natural resources to be depleted.
08:17We just need to harvest properly.
08:20So, we have what we call River Park Management.
08:25We will develop, it is just a creek, but it is very long.
08:29About 7 to 9 kilometers.
08:32Imagine, if we can harness the storm water or rain water,
08:37so that we can harvest that and make it water for the industries in Clark.
08:45We do not need to water our aquifers.
08:48So, just like that, our parks along with Urban Renewal,
08:54it is not just for beautification.
08:56The parks have catch basins for water.
09:00I know that this was discussed last week.
09:05The catch basin in Bonifacio Global City,
09:09that is why it is not flooded,
09:11has a capacity of 10 Olympic-sized swimming pools.
09:14That is also what we see in Clark.
09:18We harvest the storm water, rain water,
09:21so that we can supply to industries for golf courses,
09:26to our hotels, even if it is not potable.
09:29So that when it is rainy season, our aquifers can breathe.
09:34Sir Ari, these are your plans as part of a master plan for the airport.
09:41Yes, ADG.
09:43When do we plan to implement, for example,
09:44this Urban Renewal and Heritage Conservation Program that has aquifers, as you mentioned?
09:50ADG, Urban Renewal and Heritage Conservation Program,
09:57we are already doing studies to make sure that what we will do is right.
10:05So, we will always start with feasibility studies.
10:08It cannot be all of a sudden.
10:09Clark World Convention and Events Hub,
10:15we are already interested in investing.
10:20We are just studying.
10:22But I am usually in Clark.
10:24I won't let the boss go there.
10:27But in Marriott, for example, that area is already developed.
10:32And we are very hopeful that under your leadership,
10:35our Clark Complex will be even better.
10:36Maybe, Sir Ari, before we end,
10:39please give a message to our countrymen with regard to the projects and programs of CIAC.
10:46To our countrymen,
10:49there are many good things happening in Clark,
10:53especially in Luzon.
10:56Because we have what we call the Luzon Economic Corridor.
11:01Our partners there are the U.S. and Japan governments.
11:06So, we have many projects to look forward to.
11:10Not only Clark,
11:12the ones I mentioned earlier,
11:14there is also Subic, Clark, Manila, Batangas Railway,
11:19which is a huge infrastructure that we really need.
11:25So, even for us, our projects, like the food hub,
11:29we need a cargo railway
11:30for the more efficient logistics of our cargo, our food,
11:37to reduce the price of our basic commodities.
11:41Because that is what we can give to the government.
11:44To make sure that, especially in Clark,
11:47to make it more efficient, the logistics,
11:49so that our commodities will be more affordable.
11:53Alright. Thank you very much for your time, Sir Ari Perez,
11:56the President and CEO of Clark International Airport Corporation.
