00:07passed an agreement to allow qualified persons deprived of liberty or PDL to study in the college.

00:20This is not an ordinary graduation ceremony

00:24because all those wearing white robes are qualified persons deprived of liberty or PDLs.

00:31According to the BJMP, more than 2,000 have completed the Alternative Learning System or ALS.

00:38But their opportunity to learn while in the facility is not yet over.

00:43Because the BJMP Region 7 officials and a state university passed a Memorandum of Agreement

00:50to allow qualified persons deprived of liberty or PDL to study in the college.

00:55If it is possible for our PDLs to return to the mainstream of society,

01:00they will have a task to face people who are not like those who went to jail before.

01:13This is a total reformation where they can work and have a good family.

01:23According to the BJMP Region 7, 25 PDLs have enrolled in a pilot program called College Behind Bars.

01:32Qualified PDLs have completed K-12 and passed the assessment.

01:38Currently, there are 3 jail facilities running the program.

01:43According to the BJMP Region 7, almost 10,000 PDLs have been released since June last year until July this year.

01:55From their more than 40 jail facilities in the region.

01:59It's higher above than normal.

02:03So what does it mean, sir, if it's like that?

02:06Because our PDLs are eager and passionate.

02:14Especially our paralegal officers.

02:19They have the right to decide who should be released

02:28and who should be given incentives or PDLs so that they can be released easily.

02:38On their 33rd anniversary, the BJMP recognized all of their members in the program

02:46from the private sector, government agencies, and NGOs.
