00:00We will continue to look for the former Bamban Tarlac Mayor, Alice Goh, regarding her connection with the illegal POGO.
00:07And for the update, we will interview the Presidential Anti-Organized Crime Commission or PAOC spokesperson, Winston Cash.
00:14Good morning to you sir. This is Maris Umali. We are live on Unang Balita.
00:17Good morning Maris and good morning to all of you.
00:22Alright, first of all sir, you said that this Saturday, it is possible that Alice Goh will go to the Golden Triangle region in Southeast Asia,
00:28particularly in Cambodia. What are the indications that she will go there?
00:35In our long investigation here in the business interests of the Gohs, we saw that they have gambling interests,
00:46particularly in Cambodia. That's why we are worried that she will go there.
00:52That's one of the biggest leads that we got because we're fairly confident that it will not enter mainland China
01:01because we have been in contact with the authorities of that country and they're interested to investigate her also for illegal gambling in that country.
01:15So will she be able to move freely even if she's already in contact with the authorities in other countries?
01:22So far, she's already in contact with our counterparts in Southeast Asia. Primarily, she's in Batam, Indonesia.
01:33It's clear that our investigation with the authorities in that place, she's still there. She's not leaving yet.
01:40As to the legality of it, technically yes. There are no arrest warrants or anything that there's a fight here against Alice Goh.
01:51We only have immigration mission orders and it would depend with the authorities of Indonesia if they can implement it within the domicile where she's hiding.
02:07What happened with the request to cancel their passports?
02:13With regards to the cancellation of her passports, according to the Secretary of Justice Boyang Rimulya, it cannot be done summarily because it has to go through a legal process.
02:26It has to go through a legal process. It has to have a resolution, a regional trial court in Tarla where the cancellation of her Certificate of Live Birth has been filed.
02:38Because if and only then, if we could cancel that particular COLV or Certificate of Live Birth, that would be the basis of the cancellation of the passport.
02:49You mentioned earlier that there are business interests of Goh, Goh's family in Cambodia.
02:56What is her role there? Will her authorities there look very willing to help her when she goes there?
03:07We wouldn't know as to the willingness of the Cambodian authorities.
03:12In the first place, there's no international arrest warrants with regards to Alice Goh because the Department of Justice has no resolution as to the cases filed against her and her co-conspirators in the Philippines.
03:28As to the business interests that they have in Cambodia, that's basically gambling. It's an offshore gaming operation.
03:38What is the reason why the authorities are looking for Alice Goh? You mentioned that she doesn't have any cases yet.
03:47But did it help that she has a lot of connections to other countries, particularly to the Golden Triangle region in Southeast Asia?
03:58Yes. Alice Goh has a wide network. For one, she is being helped by her business partners, Xiang Ji and Duaren Wu.
04:11The fact that Duaren Wu and Xiang Ji are helping her points to the fact, supports the argument that the criminal organization that is being held by BAPAN and the POGOs,
04:26the two POGOs are interconnected. Second, there are two other criminal organizations.
04:36All of them know that the Triad has a business interest in the POGOs that are a part of the group of the GOGOs.
04:44Third, because of the network that she has been able to develop together with her family and her cohorts in the Philippines in the past five to seven years,
04:56she's already developed a good number of network connections among private individuals and maybe possibly among public officials also.
05:07This may be causing some problems for us. That's why the President issued a statement that a thorough investigation is needed as to the possible complicity of other individuals in her escape.
05:24Who or what agency is helping Yago to get out using backdoor exits or channels?
05:33That would be unfair to provide the conjectures at this point, given that there are no solid evidence as to who or which, as to what individuals to help her
05:45or who are the agencies that helped her if there are any.
05:50But definitely there are people who helped her.
05:53Definitely there are people who helped her, private individuals, government officials, current or previous.
06:02It's very complicated when she escaped. Obviously, she didn't escape using immigration proceedings.
06:18She didn't escape from the passenger manifests of airplanes, she didn't escape from the passenger manifests of ships, commercial vessels and whatsoever.
06:30So obviously, she went through a different process, possibly through the backdoor, western capital zone, northern capital zone.
06:39And that can only be precipitated, made possible by people who have access to government mechanisms.
06:51But sir, these people who helped her are also subject to your investigation and are they also included in your cases if possible?
06:58If the evidence is solid against the people we saw, yes, that would be a crime.
07:07But at this point, even though we have leads, we have literatures of people who possibly helped her, this remains conjectures at this point until we have solid evidence against them.
07:21All right. Thank you very much spokesperson Winston Cascio for your time. Good morning to you.
07:26Thank you, Marie.
