00:00Even more perplexing is that government agencies are often criticized for low budget utilization rates.

01:28we are not discounting the fact that it may file an impeachment case against the Vice President.
01:36As Filipinos, we are all in agreement that our claim is firmly anchored on the UN Convention on the Law of the Seas and the 2016 Arbitral Award.
01:50But we must also bear in mind that bilateral relations are not dictated by a singular issue or concern like a territorial dispute, but rather by a comprehensive approach that considers the broader context of shared interests and regional stability.
02:21What rules are we using for this budget hearing?
02:24We have our rules adopted by the committee on appropriations.
02:31Right, okay. We searched for that rule. So we only found the general rules. So we have a copy of the rules for the budget hearings.
02:50Well, as far as I'm concerned, the rules are more important for us. What you need to hear is the acknowledgement for you to begin to speak. That's the most important thing for the guests.
