00:00The EU foreign policy chief, Josep Borrell, has called for a three-day humanitarian ceasefire in Gaza
00:06to vaccinate children against the poliovirus.
00:11Ukrainian President Zelensky intends on presenting a victory plan to the United States in September.
00:21There is a growing concern for the circulation of the West Nile virus
00:25after two new deaths were reported in Seville in Spain.
00:30The EU foreign policy chief has called for an immediate three-day humanitarian ceasefire
00:41in the Gaza Strip to allow the population to be vaccinated against polio.
00:48In a post on social platform X, Borrell warned that the quick spread of polio
00:54threatens all children in Gaza already weakened by displacement,
00:58deprivation and malnourishment.
01:02UN agencies, World Health Organization and UNICEF say they are ready to vaccinate around 640,000 children.
01:11Aid workers warn that without a humanitarian pause,
01:15a vaccination drive due to begin this weekend
01:18could fail to reach enough children to stop the fast-spreading poliovirus.
01:24A truce of three days is, first of all, totally insufficient to tackle the polio crisis in Gaza.
01:34And second, well, it's not a truce that we need, it's a ceasefire.
01:40The population is in constant displacement,
01:43so it's extremely difficult to provide humanitarian aid in Gaza at the moment.
01:49Polio has re-emerged more than two decades after it was eradicated in Gaza
01:54as the war-torn enclave remained under Israeli military operations for the last 10 months.
02:00The severe cases lead to irreversible paralysis.
02:06The UN has called for a ceasefire in the Gaza Strip to allow the population to be vaccinated against polio.
02:16Ukrainian President Volodymyr Zelenskyy says the Kursk incursion is part of a victory plan
02:22that he intends on presenting to the President of the United States in September,
02:27as Ukraine is about to enter its fourth week into its incursion into Russia's Kursk region.
02:34The plan is prepared.
02:36I think it's fair that if I present this plan,
02:41I think it's fair that if I present this plan to the President of the United States,
02:46the success of this plan depends on him.
02:49They will give us what is in this plan or not.
02:52A UN watchdog shared his concerns about the risk of a nuclear incident
02:57after visiting a plant in the Kursk region.
03:01He is particularly worried about the proximity of the plant to the military front
03:06and the potential impact drones may have.
03:10The core of the reactor containing nuclear material is protected just by a normal roof.
03:19This makes it extremely exposed and fragile, for example,
03:25to an artillery impact or a drone or a missile.
03:33Zelenskyy says that the Kursk incursion has so far averted
03:38the threat of occupation of parts of the Kharkiv, Sumy and Chernihiv regions.
03:46French President Emmanuel Macron is in the throes of once again trying to form government,
03:52as our correspondent from Paris explains.
03:55France's political headache is far from being resolved.
03:58French President Emmanuel Macron relaunched a series of marathon discussions on Tuesday
04:04with various different parties in the hopes of forming a new government.
04:08On Tuesday he received the independent and centrist group called Lyot
04:12and on Wednesday he will be receiving the conservative right-wing party
04:16that was recently renamed as the Republican Right.
04:19However, the new popular front, the left-wing coalition that won the most seats
04:23in the snap parliamentary elections but came short of an absolute majority,
04:29has refused to participate in these talks after Macron rejected the possibility
04:33of any left-wing government claiming that it could endanger institutional stability
04:40as it would not survive a confidence vote in parliament.
04:44But with the upcoming Paralympics opening ceremony on Wednesday night
04:47and Macron's visit to Serbia at the end of the week,
04:50naming a prime minister is becoming more and more urgent.
04:54And that's because the resigning government under the prime minister, Gabriel Attal,
04:58has now been handling current affairs for more than 40 days
05:02and it's an unprecedented situation in France since the post-war period.
05:07And the clock is also really ticking because the government needs to present
05:11the crucial nation's budget plan by October 1st
05:15and right now it's looking like France is heading towards a hung parliament
05:19with none of the three main central political blocs looking like they want to form any sort of coalition.
05:26Sofia Katsenkova reporting from Paris for Euronews.
05:32After a failed Syrian asylum seeker killed three festival goers here in the city of Solingen,
05:38Chancellor Olaf Scholz is saying that questions must be answered
05:42as to why the man hadn't already been deported.
05:45When officials tried to take him from his refugee accommodation
05:48and deport him to Bulgaria last year, he was nowhere to be found.
05:53And now, feeling the pressure from the far right,
05:56it's not just Germany that's talking tough on deportation.
05:59Other governments in Europe are too.
06:02Many governments around the council, which is an institution,
06:07which is a new institution, are obsessed with security,
06:12with the security dimension towards migration.
06:15And more than that, we are all aware in the European Parliament
06:18that there are many governments who see migration as a kind of a threat,
06:22as a kind of a menace, as a kind of a crisis to EU security or to EU identity.
06:32The Migration and Asylum Pact, finally approved in May after almost four years of negotiations,
06:38already seems to be unsatisfactory for some European states.
06:42They're asking for exemptions and new measures on deportations.
06:46And it's this last point that seems to be a crucial one.
06:49Some member states are aiming at the, of the rules governing return
06:56of rejected asylum seekers to countries of origin or other transit countries.
07:04But also Wunderlein herself, the president of the commission,
07:07has said very explicitly that she aims at finding a novel approach,
07:15at defining a novel approach to returns.
07:19Another side of the coin for European countries is getting Mediterranean states
07:23to stop migrants setting out for Europe in the first place.
07:26And recently, the European Commission has entered into agreements
07:30with Tunisia, Morocco and Egypt to achieve this.
07:33I think it's very likely that we will see a strong push towards externalisation,
07:39so the outsourcing of responsibilities to third countries in the next cycle.
07:45That being said, first of all, it takes two to tango.
07:49There must be cooperation with third countries on these issues
07:53and very few third countries are willing to cooperate because domestically
07:57these are seen by most third countries as divisive and unpopular.
08:03Meanwhile, eight states have suspended the free movement rule
08:07that's at the heart of the border-free Schengen area
08:10for much longer than they're legally allowed to.
08:15There is a growing concern for the circulation of the West Nile virus
08:24after two new deaths were reported in Seville in Spain.
08:27This raises the number of the fatalities as a result of the virus this summer to five.
08:34This pharmacy poster reads,
08:41These poster reads don't make it easy for mosquitoes
08:44and lists places prone to breeding grounds for the insects, such as stagnant water.
08:49The mosquitoes were detected in towns near the Guadalquivir River,
08:53such as in Coria del Rio.
08:56Earlier this month, residents of the town staged a protest
09:00and urged the government to take more effective measures.
09:05Romania also noticed a spread of the virus.
09:08One country reported one fatality and 22 infections since the beginning of the summer.
09:1380% of infected people will show no symptoms
09:17and the risk of developing a more severe form of the disease is rare.
09:21That is according to the World Health Organization.
09:24The organization also says people over the age of 50
09:28and immunocompromised persons are at a higher risk.
09:34The best way to stay protected is to apply insect repellent,
09:37wear long-sleeved shirts and trousers,
09:39and when possible, avoid being outside between dusk and dawn.
09:48Spain signed a cooperation with Mauritania
09:51in an effort to tackle irregular migration to the Canary Islands.
09:56Spain's Prime Minister Pedro Sanchez recognizes the country's need for migrants
10:01and does not intend to halt migration altogether,
10:04but instead wants to regulate the process.
10:06Migration is not a problem.
10:09It is a need that involves certain problems.
10:13That is why we must promote formulas that allow us to manage
10:17in a human, safe and orderly way.
10:21The Canary Islands, close to the African coast,
10:24are used as a stepping stone for migrants and refugees to reach continental Europe.
10:31Since January, more than 22,000 migrants arrived on the shores
10:35of the Spanish archipelago.
10:37That is according to Spain's Interior Ministry.
10:42Speaking with Mauritanian President Mohamed Ould Ghazouani,
10:46Sanchez said he wants to introduce its circular migration program
10:50between the two nations.
10:52Sanchez's visit to Mauritania is part of a three-day tour of West Africa,
10:57with his next stop being Gambia and Senegal.
11:00These three countries are where the majority of migrant boats
11:04depart from to make the dangerous Atlantic journey to the Canary Islands.
11:12Rock legends Oasis have announced they will be reuniting
11:16for the first time since 2009
11:19and will play reunion shows next year in a world tour.
11:23Both Noel and Liam Gallagher shared the news of the Oasis Live 25 tour
11:28on their social media sites.
11:30Though they've called it a world tour,
11:32the shows confirmed so far include dates only in the UK and Ireland
11:37in July and August 2025.
11:40Tickets go on sale this Saturday.
