00:00In the launch of the Commission on Elections in the budget hearing of the House Committee on Appropriations,
00:06some young people expressed their concerns regarding the online voting for the Filipino voters who are abroad for the 2025 midterm elections.

00:22Until now, the budget briefing of the House Committee on Elections in the budget hearing of the House of Representatives is ongoing.
00:31And since the next election, congressmen are questioning the credibility of online voting.
00:40Rep. Arden Brosas, of the Gabriela Party List, is concerned about the possibility of hacking the system that will be used for the online voting of the Filipinos who are abroad for the 2025 elections.
00:57Brosas is referring to SMS Global Technologies, a US-based firm based in Sequentec.
01:06According to Brosas, Sequentec has no experience in the government election.
01:12The DOST will still have an international certification in November.
01:21At the same time, we will still have a source code review.
01:24Meaning to say, our source code review is not only limited to the machines, but also to the internet voting and transmission.
01:32We will see if their equipment and system are working properly.
01:39Brosas referred to the low bid offer of Sequentec, which is only Php 112 million, to the set bid offer of Comelec, which is Php 465 million.
01:54Comelec Chairman Garcia admitted to this when they first visited here.

02:40According to Brosas, Sequentec did not pay taxes in Delaware State.
02:50Sequentec is a tax delinquent.
02:52It has a lot of debts since its last annual report.
02:57This means that it is not eligible for tax clearance in the Philippines.
03:02Why did Comelec allow it to enter the bidding in the first place?

03:37Garcia assured that there will be no issue in transmitting the votes in a foreign country

03:58and therefore can perform simultaneously during the conduct of the election.
04:05We have already tested it in faraway places.
04:07For example, in Simonol, Tawi-Tawi, we used Starlink's provider.
04:14All of their equipment, as of yesterday, was delivered to us.
04:20That is now the subject of the hardware acceptance test by September 11.
04:25We will see if everything works, if the equipment is good, including the machines.
04:32Ma'am, Comelec hopes that before the hearing ends tonight,
04:37it will be approved by the Committee on Appropriation.
04:41Commissioner Garcia also hopes that when it comes to the plenary,
04:47their budget will not be reduced.
