00:03:43This second encounter represents the second binational work presented by the Vice-President
00:04:00throughout the border today following the instructions of our President.
00:04:06We have visited the region to boost all of those touristic routes and accompany our people
00:04:16to creating routes in a process of before, during, and after 149 routes that we have
00:04:28validated.
00:04:30After giving 112 communal councils, more than thousands of people have visited national
00:04:43and international.
00:04:45The idea of this encounter is to strengthen this relation with the countries.
00:04:56We always work together, all of this international campaign, to strengthen tourism, as our President
00:05:05asserts, to keep growing not only economically but also socially because tourism is a fundamental
00:05:14element that impacts in all of the economic sectors.

00:17:41Since flights are increasing, the touristic flow is different from what happens in trade.
00:17:50DELC's Minister Anabel, it's very different from what happens in trade.
00:17:56More tourists from Colombia to Venezuela than from Venezuela to Colombia.
00:18:03This means that investors of Venezuela should go to invest in Colombia to increase the touristic
00:18:14flow of Venezuela to Colombia, which has beautiful, natural places.
00:18:24It has the most beautiful natural places of the Earth.
00:18:28It's a marvelous country.
00:18:30Imagine if it was together with Colombia, Venezuela, and Ecuador.
00:18:39We would be a huge powerhouse.
00:18:44We will be such thing someday.
00:18:47We will achieve that confederation someday.
00:18:52Ambassador of Cuba, Russia, China, of Nicaragua, Bolivia, we will achieve it someday.
00:19:03Forty-eight percent of the growth in tourism, it was achieved because we have peace, respect,

00:25:33Trying to lead us into a war by national trade achieved 200 million.
00:25:44Ambassador, Venezuelan and Colombian trade in the times of Alvaro Uribe was
00:25:54$10,000 million. Venezuela bought almost $9,000 billion in Colombia.

00:26:25million, this year we have a growth right now in this moment from January to August 2023-2024
00:26:36by national trade. Colombia, Venezuela is still growing
00:26:42at a rhythm of 56 percent in the first eight months of the year 2024.

00:26:59in trade from Colombia and Venezuela, a growth of 800 percent, President Petro,
00:27:07since we normalized our respectful relations between both states. And it's sustainable.
00:27:16That will keep growing. And I'm sure that in 2025, we will achieve $2,000 million.
00:27:28I was talking with President Petro on several occasions, little bit by little bit. It's like
00:27:36this sick person that had problems and starts to recover and return to his normal life.
00:27:49I always ratify this to the representative of the Colombian Embassy in this act,
00:27:55ministers. I ratify my proposal to start businesses,
00:28:01Mr. Vice President, since we have signed the best commercial agreements carried out between
00:28:11Colombia and Venezuela. I ratify my offer, my proposal to sign a great economic and industrial
00:28:20zone of investment, of inversion and trade between the border of Tachira and North Santander.
00:28:29I propose this and I ratify it. 56 percent in just one year. These are important figures.
00:28:48In that framework, also, we are working with CAF, Development Bank of Latin America and the
00:29:01Caribbean, and a great friend, Díaz Bernado, Colombian, a personal friend of mine, a great

00:29:22thinking big in a huge economic zone of development between North Santander and Tachira,
00:29:29and even beyond. We are ready to sign special conditions in the case of Venezuela in the
00:29:41framework of our juridical organization and special economic zones. We know that several
00:29:48of the countries here present, I won't mention any names, there are several countries here
00:29:54that are ready to invest in that economic zone. I won't mention any of them, but I'm
00:30:01seeing them. A lot of countries are ready to bring technology and money
00:30:10and develop all of these zones in North Santander to create a huge economic zone of peace and free
00:30:23area of mafia and all of this. We have, in a sense, the project of CAF, which is a project to
00:30:33build touristic bridges by national. Look at this. It's a beautiful historical area.
00:30:44Bolivar carried out the third constitutional congress in Cucuta.
00:30:52There, they established the basis of the government, and he was
00:31:00declared president, and all of that juridical basis was established so that the Liberator Army

00:33:40Popular Power for Tourism. You have two important decisions that have increased
00:33:47the touristic exchange between Venezuela and Colombia. A few days ago, you repaired
00:33:58the path that connects Tachira with Venezuela and Colombia, but the most important element
00:34:07is the investment with the main touristic attraction for which Venezuelans want to visit
00:34:19our state for the importance that has the cable system of Los Andes to carry out the special pass
00:34:35from Colombia to Tachira until the state of Merida by land for the bridge we just inaugurated.
00:34:49The Aña Bridge connects the way until La Tendida and Tachira. That is a corridor
00:34:56I put you in charge of, and Governor Freddy Reynaldo, to open all of that corridor
00:35:05so that the Colombian people can enjoy the beauty of Merida State. That is approved.

00:35:54airport with different destinations that communicate with the whole of South America.
00:36:00It is an airport that has an excellent geographic position. I am in agreement. If El Vigia can be
00:36:08an essential point of connection between Colombia, Venezuela, and South America,
00:36:14you can do it. Advance in that direction.
00:36:18Now, we go straight to my roots, Capache Nuevo. I remember the beauty of the
00:36:31warmth that the people received when we installed water service there.
00:36:38We were meters away from the Venezuelan-Colombian border. We went to the Simon Bolívar Bridge
00:36:50and walked with the people. Then we left for San Antonio and visited Capache Viejo Nuevo,
00:37:00the people on the street. I met with relatives of mine because in that village,

00:38:05Mr. Ambassadors and Majors, Liz Mendoza, Major of Alta Montaña,
00:38:16and Natalia Chacon, Major of Lobatera. Mr. President, along with what you have said,
00:38:23effectively, after opening the border following your instructions, the main effort we have
00:38:32done in Tachira is peace. Without peace, there is no inversion and no prosperity.
00:38:41So, this is a state firmly instructed by you where we have peace and that has allowed
00:38:50that we reactivate the economy, invest in inversion and trade following your instructions
00:38:59and boost the touristic area. After consolidating peace in the state, we have, counting hotels,
00:39:10we have 246 restaurants, 67 created in the last few years,
00:39:20in the recovering public spaces. We have 20 agricultural touristic complexes
00:39:34and 568 touristic operators. We have agricultural tourism and religious tourism.
00:39:50We also have high mountain and sports tourism. This is a beautiful state. First of all,
00:40:03the first attraction of this state is their people, religious, loving people. And second,
00:40:12we are men and women of work and effort. We don't expect anything from anybody.
00:40:18We just want opportunities like the ones you have given us to grow. That's why I always
00:40:26say it. I'm proud of the people of Tachira that didn't leave the countries and believe in El
00:40:35Tachira. Omar Guevara is here with me today. That is Ayago for the Popular Power. Laura Urbina,
00:40:44one of these entrepreneurs that invested in this project.
00:40:51I'm president of the touristic cabinet because here we have created a cabinet to
00:40:59work along with the Popular Power and develop politics.
00:41:06Here in Tachira, entrepreneurs and touristic operators feel incorporated to the government
00:41:13because we work with them on the plans and advance along with them. Here we have
00:41:21representative of the touristic ministry that is going to inform us.
00:41:28Thank you, Governor. Greetings, Mr. President. I want to inform you about what we are doing here
00:41:36in the Tachira state, a route that comes with 25 kilometers, experiences, and spectacular
00:41:46attractions. We count on 21 touristic routes of the 149 that we have in the whole national
00:41:57territory. We cover 23 states. Right now, Tachira state is the second one with most
00:42:08of the touristic routes after Merida. Merida and Tachira together cover 30 percent of the
00:42:18touristic routes of the country, so the acts permanently take place here. It's an example of
00:42:31the communities and the regional government accompanied by the national government.
00:42:38These routes not only allow the dynamization of our economy but also diversification of our products.
00:42:46Each of them in a radar for exportation, to export products. In Tachira, Venezuela,
00:42:56we have all of the conditions for tourists, international and national.

00:43:07Good afternoon. Greetings, Mr. President. Thank you to our Governor, Fede Bernal, our Minister,
00:43:19Leticia Gomez, our Major Attorney, Luis Mendoza-Chacon, and each of the representatives
00:43:30of our institutions, Marcos Valza, President of Tourism, Dr. Gonzalez-Zola, and all of the people
00:43:42that contributed to this. I truly thank you, Mr. President, for this achievement on behalf of the
00:43:51popular power, since the creation of this touristic route that covers our Páramo,
00:44:03which is a representation of our achievement, introducing our entrepreneurs,
00:44:14and, in the same way, helping and strengthening our farmers. There are 700 families
00:44:25working to achieve and increase productivity in our municipality. Thank you very much,
00:44:32Mr. President, on behalf of our municipality, and long live for all of you.
00:44:40Good afternoon, Mr. President. First of all, we have to thank you for taking
00:44:50into account the business people of El Táchira. We are carrying out a huge effort
00:44:58to create a product for export. We are in a hotel of Montemontana Aguamiel, a complex
00:45:07with more than 40 years, founded by my father, who was a pilot and was flying over these lands.
00:45:17Due to a failure on his plane, he came here and was welcomed by a couple of
00:45:28elders who gave him aguamiel. We named it like this.
00:45:32Then we started to develop this project through touristic critics and invited my husband and I
00:45:39to be part of this. My husband fell in love with this, and now he is president of the
00:45:44touristic chamber, and now he is a member, and he is leading this beautiful project,
00:45:52which is a novelty. Five first glamping of Venezuela, five stars. Also, we have a beautiful
00:46:01pool. This whole project is based on nature, the four elements that form it, water, earth,
00:46:11fire, and air. The most important of this project is human talent, which has been a Venezuelan
00:46:19talent. Everything involved here is Venezuelan talent, and the people who work here are also
00:46:30Venezuelan. To finish, sadly, my father passed away two months ago, but this was his happy place,
00:46:41and he passed happy because he saw his achievement finish. I know everybody visiting
00:46:52this place is going to be as happy as he was, and anybody who visits each of the touristic complexes
00:47:00because we have created exporting experiences like in Floriana, San Telmo, Santa Cruz,
00:47:09all of them are contributing to this, and we need to thank also the regional
00:47:16government because of the security they provide us. Well, President, as you said,
00:47:24the economy of El Táchira, along with Salvador's economy, I congratulate the Colombian people.
00:47:36We in El Táchira see a metropolis that starts in Cucurá, Villa Rosario, Capacho, San Cristóbal.
00:47:42So, President, more than 300,000 jobs and peace, and whole beauty,
00:47:58everything we have seen here. Los Angeles is a beautiful region, ambassadors
00:48:05for tourists to come from China, from Europe,
00:48:12from the Middle East, Europe. Chinese tourists like mountains
00:48:28and the mysteries that Los Angeles has. We have a goal, which is achieving a million
00:48:48tourists from China, and we need to ensure the flight from China, Venezuela,
00:48:57is a huge goal, but we need to think big when it comes to China.
00:49:08All of the people from Los Angeles, it's beautiful what we see, but the most beautiful of all
00:49:16are the words from Deity and Laura.
00:49:24Proud of their land, these two women enter the companies.
00:49:30And these are hotels of a huge, great quality. Everything is beautiful, everything is aesthetic,
00:49:48and has an important mark. We integrate each other with a natural beauty.

00:50:18in Venezuela. I have explained this to all of the Colombian presidents I've met.
00:50:24Who ended with anti-Colombianism in Venezuela? Hugo Chavez, the commander who
00:50:31taught us to love the common history of Colombia and Venezuela.
00:50:38In Venezuela, you can't see an anti-Colombian expression in the streets, nor this disrespect
00:50:48that is over. You and I, we are ambassadors from the same generation. How old are you?
00:50:56Seventy. You are nine years older, but you were a witness.
00:51:08General Martinez Mendoza has the same age that Chavez would have.
00:51:16He graduated in the year 75. General Martinez Mendoza, our ambassador in Colombia,
00:51:22was a part of the school of Chavez and was his minister as well. We remember when he was
00:51:31minister of the presidency of Chavez. He remembers that we have Venezuelan people against
00:51:42the Colombian people. We need to inaugurate a new era between Colombia and Venezuela,
00:51:51an era of respect and love and joint work. Working in a common project must be
00:52:04a peace and economic development for the destiny of our people.
